Overview USTRANSCOM Defense Transportation Regulation (DTR 4500.9-R) Preclearance Program Team Effort- Your Role and Bottom Line! DoD policy, prescribes procedures, defines responsibilities and identifies customs, agricultural and other border clearance requirements for entry and exit of selected countries of the world in support of United States (U.S.) Forces These requirements are intended to eliminate the introduction of agricultural pests, diseases, illegal narcotics, drugs and other contraband into the United States or Host Nations (HN) through DoD channels In addition, where these procedures have been incorporated in HN Status of Forces Agreements (SOFA), they will allow U.S. Forces cargo to enter duty free

United States Transportation Command USTRANSCOM Is a Unified, Functional Combatant Command Which Provides Support to the Eight Other U.S. Combatant Commands, the Military Services, Defense Agencies and Other Government Organizations The Joint Deployment and Distribution Coordinator CDRUSTRANSCOM exercises coordinating authority for Joint Deployment and Distribution Enterprise (JDDE) operations and planning across all domains and will collaborate with other Combatant Commands, the Services and as directed, U.S. Government agencies DoD Single Manager for Transportation Mobility Joint Force Provider DoD Executive Agent for the DoD Customs and Border Clearance Program On 3 Nov 17, the President of the United States signed the Unified Command Plan designating USTRANSCOM as the Joint Deployment and Distribution Coordinator. CDRUSTRANSCOM exercises coordinating authority for Joint Deployment and Distribution Enterprise operations and planning across all domains and collaborates with other Combatant Commands, the Services, and as directed, with U.S. Government agencies. This new designation replaces the Distribution Process Owner (DPO) and the Global Distribution Operations (GDO).
