Agenda #20 – Routines regarding MSI during winter conditions FINLAND (Baltico Meeting 2018) Agenda #20 – Routines regarding MSI during winter conditions MSI In the beginning of winter (Nov-Dec) issued general warning regarding winter effect for AtoNs (broadcasted in VHF and Navtex) In spring (Apr-May) issued general warning regarding unreliable AtoNs after winter (broadcasted in VHF) Issued individual warnings regarding of some AtoN faults, which are highly critical for navigation (Turku Radio operator evaluates situations) All AtoN faults are available in web map ( https://extranet.liikennevirasto.fi/pooki_www/merivaroitukset/list_en.html --> press Show/Hide safety device failures ) NtM In section of general instructions is permanent warning regarding of winter effect for AtoNs Also in spring (Apr-May) is published reminding notice regarding of unreliable AtoNs after winter 19.4.2018

Agenda #21 – Monitoring of Navtex broadcasts FINLAND (Baltico Meeting 2018) Agenda #21 – Monitoring of Navtex broadcasts At this moment we don’t have means and equipments to monitor Navtex broadcasts 19.4.2018

Agenda #22 - Relationship between NtM and MSI (and ER) FINLAND (Baltico Meeting 2018) Agenda #22 - Relationship between NtM and MSI (and ER) Example Case   Warning (broadcasted) Warning (Web) NtM ER Remarks Short-term AtoN missing or light not working in main fairways Y N in small fairways N (but current AtoN faults are visible in web map) Aton faults in web map: https://extranet.liikennevirasto.fi/pooki_www/merivaroitukset/list_en.html --> press Show/Hide safety device failures ) Long-term AtoN repair works in main fairways if information is received in advance (> ~3weeks) N (Y if highly critical for navigation) N / Y if information is not received in advance (< ~3weeks) Warning is removed when information has been published in NtM at least 10 days Main fairway closed during winter due to ice road between mainland and island Major firing exercise (e.g. missile exercise) Minor firing exercise List of all firing exercises are available in web (Finnish Defence Forces) Cable/pipe laying and other construction operations in major fairway/TSS  If operation is long lasting NtM & ER We have some main principles for managing relationship between MSI and NtM - based on type cases. But there will be always some special cases, which have to evaluate case-by-case. MSI-coordinator is working in Hydrographic Office as a team manager of chart updatings, which supports synchronization between MSI, NtM and ER. Development idea In these cases, we could leave warning in web list as long case is valid, but stop broadcasting it soon after it is issued in NtM. All valid warnings have to be in system, when producing S-124 product. 19.4.2018
