Part 2 Invitation to Tender (ITT) As was the case in Testbed 13, any Participant working on the ESA deliverables will be contracted separately. Bidders selected for the ESA deliverables will enter into a participation contract with (and get paid by) CGI (not OGC) But day-to-day performance will be integrated alongside all the other testbed activities.

Initiative Roles and Tips for New Bidders Unlike Testbed 13, many the tips for new Bidders were built right into the CFP itself. But some additional interesting questions from those new to OGC testbeds have been received.
Schedule Proposals are due 21 January. The Kickoff event will have to be rescheduled, probably to Tu-Th 10-12 April.
[new] Bid Submission Form The Bid Submission form is new for Testbed 14 The form is broken into a deliverable-by-deliverable set of sub-proposals to make it easier for deliverable subsets to be offered. Form-based entry is designed to encourage "succinct" (brief and clear) descriptions of what is being proposed (per deliverable) in response to the CFP requirement for that deliverable. This tool is new, so please be patient and let us know if you discover any defects.
Testbed Deliverables and Threads Every Participant is required to provide at least some level of in-kind contribution, at least $1 for every $1 of cost-share requested. In general, the more in-kind the better. Four Testbed 14 Threads CITE EOC MoPoQ (modeling, portrayal, quality of service) NextGen
