Motivation mandatory optional this project different project SO GL requires development and NRA approval of new methodologies, conditions and values Article 118 (1) of SO GL establishes: “By 12 months after entry into force this Regulation, all TSOs of each synchronous area shall jointly develop a common proposal for:…” Article 6 (3) of SO GL establishes: “The proposals for the following terms and conditions or methodologies shall be subject to approval by all regulatory authorities of the concerned region, on which a Member State may provide an opinion to the concerned regulatory authority:” d. methodologies, conditions and values included in the synchronous area operational agreements in Article 118 concerning: (i) the frequency quality defining parameters and the frequency quality target parameter in accordance with Article 127; (ii) the dimensioning rules for FCR in accordance with Article 153; (iii) the additional properties of the FCR in accordance with Article 154(2);

Motivation mandatory optional this project different project These methodologies, conditions and values shall be consulted by relevant stakeholders (v) for the CE and Nordic synchronous areas, the minimum activation period to be ensured by FCR providers in accordance with Article 156(10); (vi) for the CE and Nordic synchronous areas, the assumptions and methodology for a cost-benefit analysis in accordance with Article 156(11); (ix) limits on the amount of exchange of FRR between synchronous areas defined in accordance with Article 176(1) and limits on the amount of sharing of FRR between synchronous areas defined in accordance with Article 177(1); (x) limits on the amount of exchange of RR between synchronous areas defined in accordance with Article 178(1) and limits on Article 11 of SO GL establishes: “TSOs responsible for submitting proposals for terms and conditions or methodologies or their amendments in accordance with this Regulation shall consult stakeholders, including the relevant authorities of each Member State, on the draft proposals for terms and conditions or methodologies listed in Article 6(2) and (3). The consultation shall last for a period of not less than 1 month.”

Introduction to SAFA RG CE Project SAFA RG CE Project is responsible for the development of SAOA Synchronous Area Framework Agreement (SAFA) currently being finalized to fulfill SO GL and replace Multilateral Agreement – Operation Handbook in RG CE (MLA OH) Synchronous Area Operational Agreement (SAOA) as required by SO GL Art. 118 is being covered Further requirements are being covered to have SAFA for RG CE as master agreement in place Policy on LFC&R fulfills technical requirements of SAOA as required by SO GL Part A (subject to NRA approval): Public consultation ongoing until 03 May Part B (subject to approval by all TSOs bound by SO GL) Part C (agreed among all RG CE TSOs on voluntary basis) Further Policies are being drafted but in charge of other projects
