WHAT IS OWRB’s CTP PROGRAM? Contract between FEMA and OWRB to manage Oklahoma’s flood hazard mapping program. Funding Ability: 25% Local Match 75% FEMA

2011 OWRB’s CTP PROGRAM Submitted Mapping Activity Statement No. 1: $299,000 Submitted Mapping Activity Statement No. 2: $1,000,000 Approved Notice to Proceed: September 30, 2011 Secured Local Funding: $250,000

MAS NO. 1: PROGRAM MANAGEMENT Complete transition of responsibilities from FEMA to the OWRB Develop and maintain (Risk MAP/CTP) State Business Plan Inventory current mapping issues and tackle unmet needs from the CNMS Develop a Statewide Repetitive Loss Plan Complete transition of responsibilities for program administration and management from FEMA to the OWRB Resolve current mapping issues Tackle unmet needs from the CNMS database and other known sources Deploy a State Flood Map website (w/ effective maps, floodplain models and reports)

STATE BUSINESS PLAN GOALS Complete state risk ranking Identify projects meeting criteria Estimate cost per mapping project (map activity statements) Compute project ranking Develop implementation schedules Develop and deploy a multi-year process that will allow for complete Statewide DFIRM coverage, including mapping, risk assessment, analysis and mitigation action planning for all HUC-8 river basins in the State of Oklahoma.

MAS NO. 2: RISK MAP FLOOD STUDY Develop Risk MAP products including: Outreach Flood Mapping Flood Risk Assessments Flood Risk Analyses Flood Risk Mitigation Action Plan Middle North Canadian Watershed Polecat-Snake Watershed

RISK MAP & MULTI-HAZARD MITIGATION PLANS OWRB’s CTP TASKS LOCAL MATCH OPPORTUNITIES Work with communities with identified Risk, Need and Elevation Data AND can provide the Local Match Develop Flood Risk Mitigation Action Plans for selected communities Obtain FEMA funding for projects Cash from any source (even other federal) 2’ Contour data (guidelines apply) Local H&H studies that have been prepared in accordance with FEMA’s Guidelines and Specifications for Flood Mapping Partners, or can easily be upgraded. Other data listed in the CTP “Bluebook” Use the Risk MAP products in the State’s Multi-Hazard Mitigation Plan for flooding. Establish a state-wide program involving flood risk assessment, flood risk analysis and flood risk mitigation action plans, as part of the State’s Hazard Mitigation Plan, as well as those of the counties, cities and towns for which they apply. Prepare these flood risk assessments, flood risk analyses and flood risk mitigation actions plan in a format that will assist the State, the counties, cities and towns in the implementation of those plans through FEMA’s Hazard Mitigation Grant Program, Pre-Disaster Mitigation Grant Program, Flood Mitigation Assistance Program, and other grant programs.
