PROCESS - Sharing the experience of the nations with the L4 construct - Issues encountered in L4 testing - complexity of defining the L4 proficiency construct - lack of knowledge and/or training in L4 use in all areas - lack of consensus on the salient features of L4 - lack of testers whose languages are at L4 - norming among testing cadre(s) within/across -IF ALL ABOVE ACHIEVED…finding people to test at this level
PROCESS - Norming of the Working Group on the L4 construct - L4 performance by a native speaker of English and discussion - Issues defined during the process - can/should the scale apply the NS and NNS the same? - are we in agreement about the salient features of L4? - are we still testing language at this level or something beyond? - how do 4 skills “align” at this level? - how can we develop proficiency tests at L4? (can we?) - where do we find materials to develop L4 tests? - do we need “pool” of native testers for L4 speaking skills?
FUTURE RECOMMENDATIONS - WG should continue the collaboration in the future - online, offline, or in conjunction with other events - collect L4 language samples for the norming process - continue to review the L4 conceptual framework document and provide feedback for discussions - If needed, provide “some type of” training on L4 for testers from nations who use L4 testing. - Work closely with the LNA group who will be working with NATO language users.
