These webinars also provide a forum for districts, BOCES, and Administrative Units to have questions answered about Data Pipeline. Importance of Data Privacy 11/21/2018 Importance of Data Privacy Federal and state laws govern data privacy, confidentiality and security and require CDE to collect data that may include personally identifiable information (PII). Name, address, personal identifier Other indirect identifiers (e.g., date or place of birth) Information that, alone or in combination, is linked or linkable to a specific student that would allow a reasonable person in the school community, who does not have personal knowledge of the relevant circumstances, to identify the student with reasonable certainty. (§ 99.3) 4

DISCIPLINE (students with disabilities) Defects/Tips/Hints Errors Be sure to go by the information in the email you receive. Currently errors are not showing on the status dashboard under Discipline. They are reflected under batch maintenance, validation report, pipeline and Cognos reports. If you are receiving errors and there is no data next to the errors this means the system is reading blank rows. We suggest you delete several rows after your last row of data and then re-upload the file. 13

DISCIPLINE (students with disabilities) IdM Conflict There is currently a known conflict for respondents who have the SPI role. Development is working on a resolution. 14

DISCIPLINE (students with disabilities) Exempt CDE is currently testing the mechanism for districts to report in the data pipeline that they don’t have discipline events for students with disabilities at their LEA. 11/21/2018 2015-16 End of Year Changes New language in the 2015-16 reports concerning GED to HSED name change HSED stands for High School Equivalency Diploma To give students more options to attain a high school equivalency diploma, CDE has approved the use of three vendors – GED, HiSET and TASC These tests are only slowly being rolled out across the state, but End of Year reports now refer to HSED instead of only the GED. Please let me know if you continue to see any reference to GED in reports as you proceed with the collect as many changes have already been made. Identity Management Upgrade CDE is extending the final cut over date to two weeks beyond the implementation and testing of the issue in red below Issue discovered with District – AU LAM’s ability to assign roles across both organization in delegated administration application LEA’s can continue to use both the legacy system through that date Date will be made public through direct email to UM’s / LAM’s and DP Town Hall. This figure shows total suspension incidents since 2005-06. This includes in-school, out-of-school, and classroom suspensions. We can see a gradual decrease over there years and a slight increase in 2014-15 46

Disproportionate Actions Depicted by Race and Ethnicity- Trend Line 11/21/2018 Disproportionate Actions Depicted by Race and Ethnicity- Trend Line Note: The analyses also focuses on discipline trends based on race, ethnicity and gender. We are hoping to expand that at some point to other categories like ELL students etc. This figure just focuses on race and ethnicity and discipline incidents since 2009-10. The last point in the figure is the current year. Here were can see the gap between Black students and for example Asians student. 14.1% of all Black students statewide were disciplined in 2014-15 compared to 2.6% of all Asian students. Although Black and Hispanic students continue to be disproportionately disciplined, the gap has been slowly narrowing from 2011-12 to 2013-14. A notable increase in the percentage of American Indian or Alaska Native students disciplined occurred in 2014-15.
