Summary of Requests Eliminate active vs. monitored categories from CPS FMP Establish a single annual specifications framework for all CPS finfish

Concerns with Council’s Implementation of “Monitored” Category Not using best available estimates of biomass to inform OFL, ABC, ACLs Leads to less data being collected or reviewed CPS MT Statement: Monitored stocks becoming more data limited than the Active stocks SSC statement: there is no regular review of OFLs and ABCs by the SSC No way to determine whether stocks are overfished Static quotas result in more severe collapse for highly variable stocks (Siple et al. 2018, May 1978) 75% ABC buffer is not precautionary for stocks that can drop by 99% in 2 years Not responsive to ecosystem concerns (mortality events for dependent predators)

Management did not respond to CSNA collapse from 2009-2015, where stock dropped below MSST Thayer et al. 2017 CSNA MSST = 50,000 mt Average SSB of 20,700 metric tons over the past 7 years (Thayer et al. 2017) 2015 ATM biomass estimate: 16,415 mt

Useful Concepts from Groundfish Specifications Process Single, regular specifications for all 80+ stocks in FMP Specs for many species do not change every 2 years, but are still reaffirmed by a Council decision Opportunity to bring in new data to inform management & determine best available science Public review

A New Framework Is Needed for CPS Annual specification process for all 5 CPS finfish stocks: Set OFLs, ABCs, and ACLs based on annual biomass estimates from surveys (not assessments) Minimize time between surveys and specifications Periodic Stock Assessments/ Management Strategy Evaluation (every 5 years) Adjust MSSTs, Fmsy, Harvest Control Rules
