368/13 Amendment to OBC Ontario Regulation 368/13 was filed to amend the 2012 Ontario Building Code, effective January 1, 2015. The amended requirements substantially enhances accessibility in newly constructed buildings, and existing buildings that are to be extensively renovated. The Building Code requires barrier-free washrooms to be provided in public areas of most buildings. These washrooms must be situated on a barrier-free path of travel and are subject to a number of requirements addressing turning space, doorway widths, grab bars, counter heights and signage, among others.

368/13 Amendment to OBC New amendments update these requirements in a number of ways. Key changes include: • Requirements for power door operators at the entrance door to all barrier-free and universal washrooms. • Universal washroom in all buildings in which a washroom is required, including the requirement for code compliant Emergency Call Systems. • Multi-storey buildings must provide one universal washroom for every three floors. The location is not specified – this sets out the number, but leaves flexibility for designers to locate the universal washrooms where appropriate.

Universal Washrooms (1) A universal washroom shall b) have a door that is capable of being locked from the inside and released from the outside in case of emergency and that has, (i) a graspable latch-operating mechanism located not less than 900 mm and not more than1000 mm above the finished floor, (iii) if it is an outward swinging door, a door closer, spring hinges or gravity hinges, so that the door closes automatically

368/13 Amendment to OBC 3.8.3.12. Universal Washrooms (2) A universal washroom shall have, (a) an emergency call system that consists of audible and visual signal devices inside and outside of the washroom that are activated by a control device inside the washroom, and (b) an emergency sign that contains the words IN THE EVENT OF AN EMERGENCY PUSH EMERGENCY BUTTON AND AUDIBLE AND VISUAL SIGNAL WILL ACTIVATE in letters at least 25 mm high with a 5 mm stroke and that is posted above the emergency button.

Emergency Call Systems – Components ‘Press For Emergency Assistance’ Switch The type or placement of switch is not defined by code but must have the ability to latch upon activation and be reset. Camden suggests a large ADA compliant mushroom button with ‘Push/Pull’ activation. Alternative momentary switches will require an additional latching relay and reset device. Audible & Visual Signal (Inside) The type of signal device is not defined by code but consideration should be given to loudness. A siren/strobe designed for fire alarm application is not recommended. Camden developed a signal device specifically for this application.

Emergency Call Systems – Components Audible & Visual Signal (Outside) The type or placement of signal device is not defined by code. Camden suggests a dome light with sounder, that can be easily seen and heard along corridors. Instructional Sign The placement of the sign inside the washroom is not defined by code. Camden suggests that the sign is placed directly above the ‘Press for Emergency Assistance’ switch and audible and visual signal device. Camden offers signs on Self-adhesive vinyl (ideal for drywall) and 1/16” Board (ideal for brick and rough surfaces).
