Why prepare an agreement? Referenced in the Seville Agreement - 5.6.2 Mutual emergency relief assistance agreements Principles and Rules for Disaster Relief- 11. (Agreements on mutual assistance) To promote a coordinated and dynamic approach to disaster response and early recovery To ensure optimal preparedness, recovery and response programming

Pre-disaster agreement Scope Pre-disaster agreements are evoked at times of disaster or crises when the agreed threshold levels have been reached. The agreement focuses around four key areas: Operational responsibilities; Coordination mechanisms; Acceptance of International Assistance; Procedures on goods specification, services, and coordination activities among parties

Where? So far pre-disaster meetings have been held in Bangladesh (2), Nepal, Pakistan China, DPRK, Mongolia Philippines, Viet Nam (2) In 2012 Pre-disaster meetings are planned or will be encouraged to be held in Afghanistan, Bangladesh, Nepal, Pakistan DPRK, Japan, Mongolia, South Korea Cambodia, Myanmar, Indonesia, Philippines, Viet Nam, Pre-disaster agreements are under being prepared by Vietnam and Pakistan
