PRESENTATION TO THE PORTFOLIO COMMITTEE ON THE FORUM FOR CHINA-AFRICA COOPERATION (FOCAC) 24 February 2016

OUTLINE OF PRESENTATION Johannesburg Summit of the FOCAC Main Outcomes of the Johannesburg Summit Strategic Focus Way Forward Conclusions

JOHANNESBURG SUMMIT OF THE FOCAC Hosted from 4 to 5 December 2015 in Sandton, Johannesburg. Theme: “Africa-China Progressing Together: Win-Win Cooperation for Common Development.“

JOHANNESBURG SUMMIT OF THE FOCAC Co-chaired by President Xi Jinping, the President of the People's Republic of China and President Jacob G. Zuma Attended by 48 Heads of State and Government. Preceded by 11th Senior Officials’ Meeting and 6th Ministerial Conference on 2 and 3 December 2015, respectively.

JOHANNESBURG SUMMIT: MAIN OUTCOMES Johannesburg Declaration and Johannesburg Implementation Plan (2016-18) adopted. FOCAC partnership upgraded to new strategic level. 10 New Measures announced by President Xi Jinping. Significant funding support for implementation – US$60 billion

STRATEGIC FOCUS NDP identifies nine primary challenges. The implementation of FOCAC is based on 4 principles and 6 areas of focus. FOCAC has hybrid nature. FOCAC and Johannesburg outcomes specifically support South Africa’s needs.

WAY FORWARD Engage Chinese-side to contextualise implementation of 10 new measures. Ensure maximum benefits derived for NDP, 9 Point Plan, Operation Phakisa and Region, through inter-departmental process culminating in recommendations to Cabinet.

CONCLUSIONS Summit regarded as a success by both visiting African delegations and the Chinese side as co-chairs. Showcased South Africa’s ability to host events of this nature & that these events conclude in inclusive results for the continent. First FOCAC Ministerial or Summit where the zero draft outcome documents were not provided by China.

CONCLUSIONS FOCAC definitely has the potential to support South Africa’s socio-economic development needs. However, 10 new measures needs to be contextualised to clearly determine implementation/modalities resulting in maximum possible benefit to South Africa.
