اهمیت تجزیه و تحلیل خطر در ایمنی مواد غذایی دکتر حمید عزت پناه عضو هیئت علمی دانشکده علوم و صنایع غذایی دانشگاه آزاد اسلامی- واحد علوم و تحقیقات تهران

ما از آنچه می خوریم، ساخته می شویم. ما از آنچه می خوریم، ساخته می شویم.

تا آنجا که ممکن است طبیعی بماند (Keep as natural as possible). الزامات کلی مواد غذائی ماده غذائی کمترین تاثیر (نامطلوب) فرآیند را تحمل کند (Minimally processed) و کمترین آلوده کننده (Contaminant) و افزودنی (Food additive) در آن باشد و تا آنجا که ممکن است طبیعی بماند (Keep as natural as possible).

جنبه های مختلف کیفیت مواد غذایی Health and wellbeing سلامتی و شادابی (دل خوش) Organoleptic quality کیفیت ارگانولپتیک و حسی Functional properties ویژگیهای عملکردی Keepability قابلیت ماندگاری Freshness تازه گی Composition ترکیب Nutritional quality کیفیت تغذیه ای Compliance with regulations انطباق با قوانین و مقررات Safety ایمنی مواد غذایی Value for money میزان فوائد حاصله در برابر پرداخت بهای مشخص Authenticity or Identity اصالت و ماهیت

تامین پایدار مواد غذایی: جمعیت جهان بیش از 7 میلیارد نفر است که همه آنها دارای حق دسترسی به مواد غذایی: الف- کافی ب- ایمن (Safe) و ج- مغذی هستند. به علاوه این مواد غذایی باید بی عیب (Wholesome) و قابل پذیرش از سوی مصرف کنندگان(Acceptable) باشند.

مسئولیت دولت ها راهکار: تدوین و اجرای مقرارت مواد غذایی حفاظت از مواد غذایی برای حفاظت از مصرف کنندگان (Food protection for Consumer Protection) راهکار: تدوین و اجرای مقرارت مواد غذایی

الزامات تدوین مقرارت و قوانین ایمنی مواد غذایی آنها باید مبتنی بر: الف- حقایق علمی مسلم، ب- تجزیه و تحلیل خطر باشند ج- و از معیارهای جهانی پائین تر نباشند. مواد ضروری: انجام پژوهش های معتبر در زمینه ایمنی مواد غذایی تهیه آمار و اطلاعات دقیق میزان در معرض قرارگیری مخاطرات بالقوه از راه های مختلف

زنجیره تامین مواد غذایی

برخی موارد ضروری ایمنی رویکرد صحیح به مقوله ایمنی یعنی: لحاظ کردن ایمنی مواد غذایی، ایمنی زیست محیطی و ایمنی شغلی با هم و بصورت توام ضرورت توجه به تضمین کیفیت تامین کننده

ضرورت برقراری Risk Analysis راه کار ضروری است نگاه پیشگیرانه توام با ارزیابی خطرات و فواید (Risks and Benefits) جایگزین رویکرد منفعلانه در مقوله ایمنی مواد غذایی شود. ضرورت برقراری Risk Analysis

Scrutiny = موشکافی و تحقیق

دنبال کردن = pursue

راه کار لازم است تبعات عدم توجه یا کم توجهی به ایمنی مواد غذایی در مورد هر فرد، گروه خاص، کل جمعیت مصرف کنندگان و عواقب مختلف آن بر این افراد و گروه ها (منجمله پیامدهای جسمی، ژنتیکی، روانی، اقتصادی) بصورت شفاف و روشن تبیین شود تا بهترین تصمیمات از سوی افراد ذیحق (مصرف کنندگان) گرفته شود. (Risk Communication)

راه کار ایجاد نظامی مانند: صدای مصرف کننده (Consumer voice) یا نام و شرم (Name and Shame) و اطلاع رسانی شفاف و درست و البته توجه خاص به نشانه گذاری صحیح مواد غذایی، به مصرف کنندگان در انتخاب مواد غذایی مصرفی، خدمات لازم ارائه گردد و اجازه داده شود تا قانون مصرف کننده برای رشد کسب و کار در بخش مواد غذایی حاکم شود.

راه کار به سازمان های مردم نهاد و البته نظارتی دولتی مانند کشاورزی، مواد غذایی و حفاظت از مصرف کنندگان (Agriculture, Food and Consumer Protection) نیاز است که بصورت متمرکز و یکپارچه در برابر تمام مسائل و موضوعات مواد غذایی پاسخگو باشند.
