Transportation Profiles The District Transportation Profiles Surveys went out to the District Transportation Directors early February 2018. All surveys are due to STMS by Friday, March 2, 2018. Transportation personnel questions were eliminated from the survey because this information is already reported to FDOE by your district finance departments. MaryLee.Mayo@fldoe.org
Online Inspector Program The Florida School Bus Safety Inspection Manual was updated and made effective March 23, 2017 There were 29 questions inactivated in the test question database because of criteria change from the 2008 Manual. These questions will be reactivated after March 23, 2018 along with the addition of new questions that cover new technology and equipment such as DEF and DPF components. These questions were formulated by the FAPT School Bus Inspection Committee and are currently in the review and approval process.

State Board of Education Rule Revision/Repeal Basic Principles for Transportation of Students No Change 6A-3.003 Certification as to Specifications of School Buses Revised 08/20/2017 Language from repealed rule 6A-3.0291 was moved and combined with 6A-3.003 6A-3.006 Pool Purchase Plan for Purchase of Equipment and Contractual Needs; Department of Management Services, Division of Purchasing Authorized to Negotiate Contracts Revised 4/25/17. Made the good faith deposit from the bidder mandatory eliminating the option for the deputy commissioner to waive the good faith deposit. 6A-3.0121 Responsibility of School District and Parents or Guardians for Students Who Are Transported at Public Expense Revised 04/25/2017 To delete the redundant language requiring belt cutters which are already required by Florida School Bus Specifications in 6A-3.003 6A-3.0141 Employment of School Bus Operators Revised 11/29/2016 to add provisions for school bus operators who were employed by a school district prior to March 2016 with a medical variance. 6A-3.0151 School Bus Driver Physical Examination and Medical Examiners Certificate (Repealed) Repealed 3/23/2016 when the DOE Physical was eliminated and the DOT Physical was adopted. See 6A-3.0141 6A-3.016 Responsibilities of Deputy Commissioner for Finance and Operations for Student Transportation (Repealed) Repealed 4/25/2017. Some language move to 6A-3.0171 in March 2017. 6A-3.0171 Responsibilities of School Districts for Student Transportation Revised to adopt the 2017 Florida School Bus Safety Inspection Manual and absorbed some language from 6A-3.016 in preparation to repeal 6A-3.016 6A-3.0291 Specifications for New School Buses (Repealed) Repealed and combined language with 6A-3.003 6A-3.037 Alternate Engine Fuels for School Buses (Repealed) Repealed. 4/25. 2017. This rule referenced an obsolete publication about alternate engine fuels .

Thanks, Robert. You might just let the group know they can expect the launch of the annual NASDPTS illegal passing survey in the next few weeks (the window for reporting should be open by March 1). Also, if you want to cover and remind them of the NASDPTS response to NTSB last year, since that involves local efforts and awareness, it’s attached. Sorry I can’t be there due to a prior out of town work commitment. Happy to participate next year with adequate notice from FAPT or whoever’s organizing, though.
