PLAN 2020 and Accountability Every Child a Graduate—Every Graduate Prepared for College/Work/Adulthood in the 21st Century Accountability Indicators All students perform at or above proficiency and show continuous improvement. All students succeed. Every student graduates from high school. Ever student graduates from high school prepared. Alabama’s Learners Effective Teachers and Leaders Multiple Measures Including Student Performance Every child is taught by a well-prepared, resourced, supported, and effective teacher. Every school is led by a well-prepared resourced, supported, and effective leader. Every school is led by a prepared and supported visionary instructional leader. Alabama’s Professionals All schools and systems will receive adequate funding to meet the needs of students. All systems will be resourced and supported based on identified need as determined from the state’s accountability plan and additional indicators at the local level. Schools and systems will be granted flexibility to innovate to meet the needs of their students. Schools are resourced to create a 21st century learning environment. Alabama’s Schools and Systems Local Indicators from System/School Improvement Plans All students will attend school daily and be engaged in rigorous learning. All students will develop personal civic responsibility. All students will enter 9th grade with a 4-year plan. All students will be provided with healthy meals, physical education, and health instruction with needed medical and related services. Achievement and Accountability Achievement will be calculated for both reading/English and mathematics. Students who score at levels 3 or 4 are considered proficient and will be counted for achievement proficiency. Students who score at levels 1 or 2 are not counted as proficient. Graduation Rate and Accountability Graduation rate will be calculated in schools with a grade 12 and districts. The graduation rate will be calculated using both four-year and five-year cohort graduation rates. Graduation rates will be disaggregated by subgroups. Attendance Rate and Accountability Attendance rate will be calculated in schools without grade 12 and districts. The goal is 95% or higher. Attendance will be based on the average daily attendance (ADA) reported on the 9th month report for the entire school year. Stacked, 3-D text at dramatic angle (Intermediate) To reproduce the text on this slide, do the following: On the Insert tab, in the Text group, click Text Box, and then on the slide, drag to draw the text box. On the Home tab, in the Slides group, click Layout, and then click Blank. Enter text in the text box and select the text. On the Home tab, in the Font group, select Impact from the Font list, and then change the font size of each line so that the text is approximately the same width. For example, if you entered “FIRST” on one line, “SECOND” on the next line, and so on (as shown on the slide), do the following: Select the first line of text, and then on the Home tab, in the Font group, enter 100 in the Font Size box. Select the fourth line of text, and then on the Home tab, in the Font group, enter 75.5 in the Font Size box. Select the third line of text, and then on the Home tab, in the Font group, enter 94 in the Font Size box. Select the second line of text, and then on the Home tab, in the Font group, enter 70 in the Font Size box. Select all of the text. On the Home tab, in the Font group, click Character Spacing, and then click More Spacing. Under Drawing Tools, on the Format tab, in the bottom right corner of the WordArt Styles group, click the Format Text Effects dialog box launcher. In the Format Text Effects dialog box, click Text Fill in the left pane, select Gradient fill in the right pane, and then do the following: On the Home tab, in the Paragraph group, click Center to center the text in the text box. In the Font dialog box, on the Character Spacing tab, in the Spacing list, select Expanded. In the By box, enter 2. Click the button next to Direction, and then click From Corner (second option from the left). In the Type list, select Radial. Under Gradient stops, click Add gradient stop or Remove gradient stop until two stops appear in the slider. Also under Gradient stops, customize the gradient stops that you added as follows: Select the first stop in the slider, and then do the following: In the Position box, enter 0%. Select the last stop in the slider, and then do the following: Click the button next to Color, and then under Theme Colors click White, Background 1, Darker 15% (third row, first option from the left). In the Position box, enter 100%. Also in the Format Text Effects dialog box, click 3-D Format in the left pane, and then do the following in the right pane: Also in the Format Text Effects dialog box, click 3-D Rotation in the left pane. In the right pane, click the button next to Presets, and then under Perspective click Perspective Heroic Extreme Left (third row, second option from the left). Click the button next to Color, and then under Theme Colors click White, Background 1, Darker 50% (sixth row, first option from the left). Under Depth, in the Depth box, enter 70 pt. Under Bevel, click the button next to Top, and then under Bevel click Cool Slant (first row, fourth option from the left). Also in the Format Text Effects dialog box, click Shadow in the left pane. In the right pane, click the button next to Presets, and then under Perspective click Perspective Diagonal Upper Right (first row, second option from the left). To reproduce the background on this slide, do the following: Right-click the slide background area, and then click Format Background. In the Format Background dialog box, click Fill in the left pane, select Gradient fill in the right pane, and then do the following: Click the button next to Direction, and then click Linear Down (first row, second option from the left). In the Type list, select Linear. In the Position box, enter 64%. Click the button next to Color, and then under Theme Colors click Black, Text 1 (first row, second option from the left). Click the button next to Color, and then under Theme Colors click Black, Text 1, Lighter 35% (third row, second option from the left).

Effective Teachers and Accountability Phase II Data Elements Achievement Gap Graduation Rate Attendance Learning Gains College- and Career- Ready Program Reviews Effective Teachers and Leaders Local Indicators The elements of the proposed accountability model are subject to change.

College- and Career- Ready College- and Career- Readiness will be determined based upon the percentage of high school graduates who successfully meet an indicator of readiness for college and career. The baseline year will be the graduating class of 2014-2015. Possible consideration for College- and Career- Ready may consist of one of the following: benchmark scores on the math, English, reading, or science section of the ACT Test, qualifying score on an AP or IB exam, approved transcript college or postsecondary credit while in high school, benchmark level on the ACT WorkKeys, approved industry credentials, military enlistment. The elements of the proposed accountability model are subject to change.

Accountability Exclusion Rule For Proficiency Full Academic Year (FAY): Students are considered a FAY student if they appear on both the fall extract and are enrolled the first day of the testing window without a break in enrollment in the same testing year. (Grades 3-8 and 11) Full Academic Year (FAY) Status for 10th Grade : Tenth grade students taking the PLAN will be determined by the fall and 9th month extracts of the previous year and fall extract of the current year. Any 10th grade student who appears on extracts from either the administering school and/or the feeder school, and does not have a break in enrollment, will be considered a FAY student. Foreign Exchange Students (FES): All FES will be excluded. FES should be flagged in iNow. Limited English Proficiency (LEP): For proficiency determination, the scores of LEP1 students do not count in any subgroup or in aggregate accounting for either mathematics or reading. There will no longer be an opportunity for demographic match back. We will no longer accept appeals based upon demographics.
