Recovery Cluster Meeting 19 June 2018 National Disaster Center

Agenda Scoping of Recovery-Related Assessments and Requirements Government Views on Recovery and Reconstruction Recovery Planning Roundtable Partner Update AOB 6/19/2018 Recovery Cluster Meeting

Recovery Scoping No formal recovery assessment Identification of recovery-related information and needs in other assessments – What do we know, and don’t know? Review of 26 reports, plus interviews and feedback An evolving document as new information is available. Focused on eight sectors 6/19/2018 Recovery Cluster Meeting Critical Infrastructure* Education Food Security/Livelihoods Governance* Health and Nutrition Protection Shelter/CCM/FNI WASH

Considerable information available, not in standard formats or single reports Critical Infrastructure: National roads covered, assessments of secondary roads, electricity or communications not identified Health and Education: Multiple assessments; Health engaged in rebuilding; unclear for Education Food Security/Livelihoods: Limited information Governance: Physical damage documented; impact on services not documented Protection: Limited documentation but on-going information collection Shelter: Focus on displaced; Issues with conflict-related displacement and landslides (separate report) WASH: Information integrated into other assessments; Working to improve coordination & information collection 6/19/2018 Key Results Recovery Cluster Meeting

Looking Forward Most damaged physical infrastructure belongs to the Government or churches, in contrast to other large earthquakes Government housing important to restoring government services Logistics challenges leading to de facto Area or Settlement approach: Multiple types of assistance provided at same time, but requires intensive field-level coordination Livelihoods impacts a significant gap in information; may have strong gender component and recovery support needs Landslide-damage villages and river turbidity present major costs and operating challenges Conflict overlay needs attention 6/19/2018 Recovery Cluster Meeting

Moving Forward Revisions of Scoping, if and as needed Systematic collection & analysis of information, for use in recovery planning and to define gaps What is the recovery architecture? What structures and authorities are needed and how will they be established? Better understanding of livelihood impacts and recovery support needs: Smarter assessing Area/Settlement-based approach + strong field coordination Likely need stand-alone recovery for landslide-affected villages and river water turbidity 6/19/2018 Recovery Cluster Meeting
