Learning objectives This lecture will familiarize participants with establishing and implementing a strategy for meeting safety requirements concerning communication and consultation with the public and other interested parties by the regulatory body about the possible radiation risks associated with facilities and activities, and about processes and decisions of the regulatory body.

Relevant IAEA safety standards Para 3.10. The Regulatory Body must: Set up appropriate means of informing parties in the vicinity, the public and other interested parties, and the information media about the safety aspects (including health and environmental aspects) of facilities and activities and about regulatory processes Consult parties in the vicinity, the public and other interested parties, as appropriate, in an open and inclusive process Principle 2

IAEA Safety Requirements 2 GOVERNMENT RESPONSIBILITY GSR part 1: Governmental, Legal and Regulatory Framework for Safety Req. 2: Establishment of a framework for safety The government shall promulgate laws and statutes to make provisions for an effective (…) framework for safety (which) shall set out... (5) Provision for the involvement of interested parties and for their input to decision making Public information activities shall reflect the radiation risks associated with facilities and activities, in accordance with a graded approach GSR part 5 on predisposal management of radioactive waste Req. 1: Legal and regulatory framework Defining and putting in place the overall process for the development (…) including the process for the involvement of interested parties 2016

IAEA Safety Requirements 3 AUTHORIZED PARTY DUTIES GSR part 1 Governmental, Legal and Regulatory Framework for Safety GSR Part 3 on Radiation protection and safety of radiation sources GSR part 4 Safety Assessment for Facilities and Activities The authorized party has an obligation to inform: The public about the possible radiation risks (arising from operational states and accidents, including events with a very low probability of occurrence) associated with the operation of a facility or the conduct of activities , including the results from the safety assessment Relevant interested parties, through their representatives where appropriate, about decisions with regard to measures for protection and safety These obligations should be specified in the regulation promulgated by the regulatory body, in the authorization or by other legal means 2016

IAEA Safety Requirements 4 GSR Part 3 on radiation protection and safety of radiation sources Req. 3: The regulatory body is required to establish a regulatory system for protection and safety that includes provision of information to (…) parties affected by its decisions and, as appropriate, the public and other interested parties GSR Part 4 on Safety Assessment for Facilities and Activities Req. 22, 23 and 24 about safety assessment management Consideration is to be given to ways in which results and insights from the safety assessment may best be communicated to a wide range of interested parties, including the designers, the operating organization, the regulatory body and other professionals. Communication of the results from the safety assessment to interested parties has to be commensurate with the radiation risks arising from the facility or activity and the complexity of the models and tools used.

SSG-16 Safety Element on Transparency and Openness Societal acceptance is a prerequisite for the implementation of a nuclear power programme. should be confirmed before major investments and organizational arrangements are made. for gaining true acceptance, the decision makers and the public should be given an opportunity to gain a realistic and credible picture of the benefits as well as the risks involved, and of the environmental impacts of the operation of the nuclear power plant and the associated activities. On of these elements is about Transparency and Openness. As explained before, this is a key concept to develop trust and confidence in the regulatory body. SLIDE

SSG-16 actions phases 1-2 Phase 1 The Government should inform all interested parties regarding the safety implications of the NPP and should establish a process to consider properly comments arising from consultation and to communicate the results of this consideration Phase 2 The government should inform all interested parties regarding the safety implications of the decision on the implementation of a nuclear power programme. All relevant organizations should continue to inform the public and interested parties on safety issues, including the expected health and environmental impacts of a nuclear power programme

SSG-16 actions phase 3 Phase 3 All relevant organizations should seek to establish and maintain the confidence and trust of interested parties, including the public, on safety issues and should continue to explain to interested parties the risks and benefits of the introduction of nuclear power and the measures taken to limit the risks The operating organization and the regulatory body should maintain a transparent approach on safety issues with all interested parties involved in the construction programme, including suppliers, regarding the problems and difficulties encountered
