Implementation of NIC E-Auction in the Govt. of West Bengal

Features of the System Single/Multi Lot Auctions Auto Extension which is configurable as a parameter Elapse time in minutes which is again configurable Templates available in case of Multi Lot Auctions It is a two part system with the first part dealing with elimination of bidders who are not technically qualified. The second part deals with the live auction of only qualified bidders.

Features of the System ---Contd. Auto generation of comparison statement by the system with bid ranking like H1, H2…. Auto SMS and E-Mail facility for the stake holders at different stages of the Auction process. Facility to see the Auction History at the end of the E-Auction. Facility to float corrigendum as per the stage of the Auction.

Some Statistics 61 offices are at present using the system. 1490 Single lot Auctions have been published in the State and work orders issued. 993 Multi Lot Auctions have been published till date and work orders issued. 425 is the highest number of bids received against a single auction.

Benefits Realized Due to the wide publicity and transparency in the E-Auction system the bidder participation has considerably increased. Due to the increase in bidder participation the Govt. could get more competitive rates in the auctions. Court cases have almost become NIL. Due to the “Live Auction” facility available in the portal the department can monitor the progress of the auction. As the services of NIC is free of cost there has been a considerable saving for the Govt. exchequer.

Road Ahead To make it mandatory for all the departments, autonomous bodies and undertakings to use the NIC E-Auction system. As Multi Lot Auction feature has been added in the portal, the Forest Department also can start using the portal for their timber auctions. To integrate the online payment Gateway for receipt of the auction and EMD fees.
