VicRoads – Movement & Place Sameem Moslih Director Network Strategy & Planning Urban Futures Conference 2016

Movement & Place The role of roads in our community Harmony Day, One community, Celebrating it diverse make up and understanding how we can collectively bring our strengths to any challenge thrown our way. True of our transport system. For it to truly work as one, we need to understand the diverse nature of each link across our network, What the local context is What is its place value to the community Movement function that is caters for, is it a local road and Street, Vibrant Street, Movement Corridor or Motor way. Describe the matrix. Working with key stakeholders, partners and community to define the movement and place functions of each part of our network Objectives Efficient movement of people and goods Improve amenity of communities Promoting public transport, walking & cycling Integrating transport and land use Environmental sustainability Improve safety Decision-making principles Consultation Transparency Triple bottom line Balance competing demands for road space Supporting Place objectives Encourage walking and cycling Emphasis on moving people and goods Greater levels of stakeholder & community engagement More informed decision making

Defining Strategic and Local Objectives Engagement with key partners, stakeholders and community Mobility (Throughput of People & Goods) Place-making and Amenity Environment Safety (Towards Zero), Accessibility & Social connectedness

The challenges we need to meet Population 8M by 2051 1,800 extra people per week 80% of pt services on road; 6-10% growth Freight growing faster than population & economy 12% annual growth With prosperity comes attraction. Population growth. More goods moving around the network. The challenge on the face of it looks quite great. But it only requires 1 in 20 of us to walk, cycle or use public transport on any given day and we will have school holiday traffic conditions everyday. 4

Better, Smarter, Greater Movement & Place Better, Smarter, Greater Integrate transport & land use to reduce travel Encourage more efficient & sustainable modes Better manage existing roads Information for better and smarter travel choices Build new infrastructure to cater for growth There is no single or simple solution to managing congestion. Sustainable management of congestion will require an integrated approach involving: better management of the existing network, building new infrastructure, visionary land use planning, encouraging sustainable transport modes, and changes in behaviour by individuals, business and all levels of government. SmartRoads embodies four key strategies for effectively managing congestion: Ensuring that land use planning, and the community objectives it embodies, is coordinated with transport management policies. Supporting and encouraging higher occupancy and sustainable travel modes, such as trams, buses, cycling and walking in higher density activity centres through allocation of road space, traffic signal priority and information for road users to make smarter travel choices. Making existing roads operate better by facilitating access and mobility for trucks on appropriate truck routes, better management of and response to incidents, more effective use of traffic signals and traffic lanes. Targeting investment in new transport links, such as in growth areas, and ensuring that these links provide sustainable long-term capacity improvements. 5

Movement & Place (Decision Framework) MOBILITY ENVIRONMENT SAFETY ACCESSIBILITY PLACEMAKING Providing Strategic Direction and associated tools to ensure alignment of operational decisions with strategic objectives: Environment Safety (Towards Zero), opportunities provided by ANRAM Accessibility (Employment, Health & Education) Social connectedness Place Making and Amenity Value of the network to our customers
