MOT Low-Carbon Tourism and Intelligent Transportation Services in Sun-Moon-Lake Area Good morning distinguish guests. I’m Sandra, work for Service System Technology Center of ITRI. On behalf of Ministry of Transportation & Communications, today I’ll present this integrated project, i3 Travel. In this i3 Travel project, we integrate multiple low-carbon systems And during the night-time, we can also utilize off-peak electricity for EV charging Chinese Taipei

Problem Definition & Background (1/3) Visitors I’m not sure if you have time to enjoy the beautiful scenery of Sun Moon Lake. It’s a very famous and popular scenic area in Taiwan. But in the video you can see. It faces some challenges. Fast growth rate of tourists has caused traffic congestion and air pollution problems, it debases the travelling quality. Around 80% are private cars enter into this area. serious traffic jam in almost every holiday. 3

Problem Definition & Background (3/3) Sun Moon Lake National Scenic Area Heavy problems of Air Pollution and Energy Consumption Tourism V.S. Environment Carbon Footprint-Area Ratio And of course, air pollution and energy consumption are big problems. Compare with other national scenic areas in Taiwan, the carbon footprint ratio of Sun Moon Lake is the highest Tourism, environment sustainability, kind of dilemma~ 4

i3 travel ITS IoT Taiwan has good strengths on Technology field, such as ICT, IoT & ITS related development. Therefore, the concept of i3 travel project is proposed to offer intelligent transportation services for quality and low-carbon tourism. ICT 5

i3 travel innovative intelligent interesting i3 indicate the integrated concept of innovative, intelligent and interesting thinking, as a total solution for new experience of tourism Based on this idea, We tried to launch the multiple Low-carbon transportation services through incorporating ITS/ICT application in Sun Moon Lake. For the purpose of reducing the proportion of private vehicles, this project integrated public and private resources for offering real-time and location-based travel information, seamless and quality public transportation and EV-sharing service with advanced navigation system. Tourists can enjoy the beauty of travel with great experience of intelligent and green transportation. 6

The Goal of i3 travel Park & Travel To strengthen Sun Moon Lake National Scenic Area as a demonstration site for low-carbon and intelligent tourism, and make her a sustainable attraction. Park & Travel The goal is to strengthen this area as a demo site for low-carbon and intelligent tourism. Just like what I’ve mentioned, the dilemma between tourism and environment Can we use our strengths of Technology to find out a sustainable solution to solve this dilemma “Park & Travel” means changing current travelling model, reducing the usage of private car in lakeside. STRATEGY- Public Transportation Other scenic spot routes Mass Transit Services Walking & Biking Lake Tour e-bus There are some strategies The First To identify the connectivity issues among different transportation systems. Provide the transfer information, tour bus schedule, and other route alternatives…etc To make the experience for mass transit more attractive and reliable 8

STRATEGY- Low-Carbon Transport E-Bus The Second, The multi-modal green transportation system surrounding the Lakeside area have been established, including E-boat, E-bus, biking system and EV-sharing with advanced navigation system. In Sun Moon Lake, these diversified green transportation vehicles are not only for transportation but also kinds of attractions here. We adopt cloud service and mobile application to increase the accessibility, mobility and diverse convenient services for tourists. Anytime and anywhere, the tourists can access the real-time transport and travel information. 9

STRATEGY- E-Ticket Package Service for Tourism Web Service Smart End-point Store App Tourist App. Sustainability is not only for Environment viewpoint, but also important for “Innovative Services” This year, our major focus is to adopt ITRI’s solution into user-driven services. This E-Ticket Package Service Solution is to integrate related travelling component, both for on-line & off-line devices, This system includes a cloud-based multi-sided platform and smart agent applications, such as the app for Travel agency, Stores and tourists. POLICY- Enhance the Quality of Service EV-Sharing Service ─ 35 iEVs around the lake ─ Advanced Navi Services, ANS Enhance the Quality of Service is one of the policies Hotai Motor and Toyota in this project offers 35 electric vehicles for EV-Sharing service around the lake. 12

POLICY- Advanced Navi Services, ANS Combine Intelligent Transportation Services Location-Based Services Multimedia Entertainment and Real-Time Information each EV is equipped with Advanced Navigation Services (ANS). ANS provides intelligent transportation services to ensure that the condition of EV could be fully controlled. Using electric vehicles not only save more energy while experiencing the Sun Moon Lake, but also help people save driving costs at the same time. Because EV 13

POLICY- Carbon Reduction 2013/4-2014/6 more than 23,000 passengers (90% are private vehicle users) and more than 300,000 km distance (equal to reducing 57 tons of CO2 emission) After EV iRent service launching, around 96 metric tons of CO2 emissions will be reduce each year. During this period, more than 23K passengers used EV, and equal to reducing 57 tons of CO2 emission. 14

POLICY- Intermodal System Integration e-Tickets Package Service for Low-Carbon Tourism (public transportation, electric vehicles, shuttle boats, buses, bicycles, smart commerce) Transportation information aggregation To consolidate physical services, information and e-ticket to form a business-driven service ecosystem is another policy of this project. EV E-Bus 15

POLICY- Business-driven e-Ticket Services We schedule to launch the low-carbon tourism package services with e-ticket in Nov, includes EVs, Lake tour buses, bicycles, cable car and ferry services. 16

POLICY- Traffic Management International Fireworks Music Festival Integrate Government Departments Traffic Control and Evacuation Operations Interceptor ring concept effectively reduce 6,300 kg of carbon emissions during big event period. About the policy of traffic management, MOTC proposed an interceptor ring concept. MOTC integrate different data resources from several government departments to manage the traffic conditions in Sun Moon Lake area to assist the traffic control. And implement evacuation operations in big events to reduce private cars coming into lake area. Sun Moon Lake International Fireworks Music Festival 17

Platform for CMS Messages Operations Across Multiple Traffic Control Systems Based on the traffic control platform, different road-hierarchy managing authorities can make an on-line center-to-center control negotiation with the real-time traffic information. 18

Traffic Management Traffic Control Platform And such coordinated mechanism has significant performance in traffic flow control. Simultaneously, efficiency improvements also reduce the carbon emission in some popular scenic spots.

Conclusion (1/2) Chinese Taipei has formally entered a new era of “Low Carbon & Intelligent Transportation” The visitors can enjoy Sun Moon Lake conveniently by low-carbon and intelligent transportation services, such as: EV, E-boat, E-bus, bicycles and e- Ticket Energy saving and emission reduction are global challenges.
