INSTITUTE OF METEOROLOGY AND WATER MANAGEMENT PANEL III: Role of NMHSs in Multi-Hazard Early Warning Systems with Multi- Hazard Approach AUTHOR: Tomasz Walczykiewicz DATE: 26-28 November 2007, Geneva

Levels of hydrometeorological inputs into river runoff First case - The Modelling Platform in Hydrology System Levels of hydrometeorological inputs into river runoff Observed data from network meteorological stations (precipitation and temperature) Grid based pre-processing (data completion, regionalization, aggregation disaggregation) of meteorological inputs Semi-distributed precipitation-runoff transformation using subbasins which are subdivided into HRU Hydrological and hydraulic routing using a network of channels

Using Modelling Platform in the Upper San river basin to Solina reservoir

Volume of inflow to Tresna reservoir on Sola river (march/april 2007) Analyse of model results Volume of inflow to Tresna reservoir on Sola river (march/april 2007) Volume from observation Volume from statistic forecast Volume from model Date

Kędzierzyn-Kożle City Second case - Local Flood Warning Systems in Poland Staszów District Kraków City Świdnica District Nowa Ruda Commune Tarnów City Kłodzko Dist. Kędzierzyn-Kożle City Brzesko Commune Racibórz Commune Żywiec District

OSIRIS Project - Operational Solutions for the management of Inondation Risks in the Information Society Objectives : Increase the awareness of the citizens concerning inundation risks Prepare the citizens and crisis managers to efficient protection and rescue actions Improve the quality of the information made accessible to all flood crisis stakeholders Increase the rapidity and flexibility of access to the information for every crisis management stakeholder Partners: France (6), Poland (3), Germany (2), Netherland (1), Italy (1)

Klodzko County: floods in 1997 / 1998, Local Flood Warning System - OSIRIS Project Klodzko County: floods in 1997 / 1998, total losses 87 / 28 mln PLN, fatalities 13 / 8. District of Klodzko built local flood monitoring system (40 rain and water gauges) Tools for county crisis management center: Software aiding local center in assessing flood risk and possible consequences of risk Notification system mass telephone notification system to inhabitants (800 persons/hour) Educational program cooperation with schools, gminas, journalists, NGO.
