FOUNDATION – LEVEL 1 Core Service Where we are This is the lowest level of operation where we run Core ICT infrastructure which should be at reduced/minimal cost while improving staff productivity. This is the level of just keeping the “lights on” Under this level the following should be streamlined and operational to be able to move to the next level; Core Service Where we are Where we are expected to be Remarks Global Email System We are using Microsoft Office Outlook 2010 and 2013 and OWA for our mail system. Our Email server is Exchange based locally in Atlanta Office365 Migration to Cloud Services Ms Office Applications We are currently using Office 2010 and 2013 Ms suites Office 2013 and Office 365 Network infrastructure (LAN and WAN) Currently we are in the process of infrastructure upgrade for both LAN and WAN. Our servers are still running on Windows 2003 (outdated) Current technology infrastructure which can support the technological advancement and changes (in line with the blueprint) Global helpdesk system Currently running a manual help desk. Have a Global helpdesk system Client Computers Currently we have a hybrid of desktops and laptops. We are in the process of replacing obsolete equipments(in line with the replacement plan) Provide staff with computers which are working well NOTE: If this base is not built on a strong foundation then we shall have recurrent problems and other levels shall be built on shaky ground

OPERATIONAL – LEVEL 2 At this level we have basic systems which we would need in place to ensure that the organization can run efficiently, effectively and with trusted data turned into knowledge and insight. Systems to help the organization run Core Service Where we are Where we are expected to be Remarks Finance system We are currently using Parmodzi/Peoplesoft for our Financial management. We need to explore other features/modules of Parmodzi that CARE Int. can use to enhance its efficiency and operations. Integrated ERP. (Which can handle Finance, Procurement, Logistics/Stores management, HR and Assets Management) HR – HRMIS and Payroll system We are currently using HRMIS and payroll system which are not integrated. The HRMIS system is working fine with a few customization needs The Payroll system needs a major review on parameters and reporting Integrated HRMIS/Payroll System Donor & Sub grant Management Manually Managed from different locations/computers Web based Donor & Sub grant Management system Grants and contracts management Web based grants and contracts Management system Compliance and risk management Web based Compliance and Risk Management system

PROGRAM – LEVEL 3 This level we are expected to use ICT for Improving program delivery and effectiveness across all program teams. This level is critical for the program management and will substantially help in donor reporting, compliance and transparency This is the level where the program team now begins using ICT as an enabler to improve program delivery Core Service Where we are Where we are expected to be Remarks Project Management Manually Managed from different locations/computers Integrated Project Management System. Knowledge Management We are currently using a hybrid of knowledge management systems i.e. we have SharePoint (Minerva, The Village, Somsud) and local file shares. An integrated, user friendly knowledge management system which can be used for data analysis, reporting and ease of data retrieval Collaborative technologies Currently we are using WebEx and skype for collaboration Need to use Skype for business and other collaborative tools i.e. Blue Jeans Bid, concept notes and proposals Web based integrated and shared bids, concept notes and proposal Management system

STRATEGIC – LEVEL 4 This is the top most level, where we shall use ICT as an innovation tool aligned with CARE Programs Strategy to help in SMART program delivery and success. The system are expected to help CARE with data collection, repository, reporting, analysis, program delivery quality assurance and also conduct a real time monitoring and evaluations to the existing programs. With this CARE will be able to re-align/strategize on the programs in place based on the facts and figures collected from the field. NOTE: To be at this level, CARE International Somalia may have to ensure that the below 3 levels are stable, especially level 1. Core Service Where we are Where we are expected to be Remarks ICT for Development “ICT4D” Currently there are several systems in place which may need to be harmonized and their overall objective clearly understood Partner with ICT4D NGO/INGOs and share lessons learnt and systems in place We shall need different systems for different programs and responses i.e. Digital NRM system, Emergency Management system etc. Monitoring Evaluation and learning/Quality Assurance We currently have an M&E system An integrated Monitoring, evaluation and learning system Incorporate quality assurance in the system

CARE Somalia Roadmap in comparison to the CARE International ICT Blueprint Focuses majorly on Level 1 and also cuts across the 4 levels i.e. Network Infrastructure upgrade, Office 365 migration/cloud migration It also focuses on how to integrate ICT into programs (see attached) CARE Somalia Roadmap The roadmap focuses on 5 levels of ICT support, integration and alignment to programs and the overall CARE USA 2020 strategy. It is divided into 4 critical levels In conclusion: The Roadmap is expected to work hand in hand with the CARE Atlanta ICT blueprint and also incorporate the overall CARE USA 2020 strategy.
