Referencing the Estonian Qualifications Framework Maarja All Qualifications Authority

Backgroung 2008 – Parliament adopted new Professions Act; 8-levels Estonian National Qualifications Framework (ENQF) compatible with EQF 2009 – Kutsekoda appointed as National Coordination Point for EQF implementation 2009-2011 – referencing ENQF to EQF NCP grant for referencing EstQF to EQF. May 2010 – April 2011

February 2010 – Steering Committe Members from the Ministry of Education and Research, Ministry of Finance, Ministry of Social Affairs, representatives among students, workers, empolyers etc. September 2010 – experts start work on report 4 different subchapters – basic education, VET, higher education (also used as the QF for EHEA self-certification report), Proffesional system November 2010 – first draft of the referencing report January 2011 – Report is translated into English

February 2011 – Meeting with the foreign experts Scotland – Margaret Cameron Latvia – Baiba Ramina Finland – Carita Blomqvist

Interest in the subject is high March 2011 – national forum introducing the report and referencing process Over 220 participants 2 international lecturers – Latvia, Finland Interest in the subject is high Further information and seminars needed

What next? Report needs to be finalized All education levels have to be legally linked to the EstQF New grant application for the period of May 2011 – April 2012 Presented to the EC in the autumn

Problems encountered Basic education levels Basic upper secondary education – 3. or 4. EQF level? There is still no legal act or final decision linking the basic education to EstQF. Sharing of information, consensus building

The proffesional system and VET system are changing. Report describes the current situation, but the system is already changing.
