New and Improved IPEDS Financial Aid and Finance Data and Analysis Tools for Student Aid Researchers Craig W. Bowen Postsecondary Institutional Studies Program National Center for Education Statistics 1990 K Street, NW Room 8134 Washington, DC 20006 Craig.Bowen@ed.gov

Recent and coming changes to the IPEDS student financial aid component Overview Recent and coming changes to the IPEDS student financial aid component The new IPEDS Data Tool for accessing institutional data related to financial aid and finance Other changes due to the Higher Education Opportunity Act (HEOA) I changed result in to result of in the third bullet.

IPEDS Student Financial Aid Survey Component Changes Financial Aid Data Collected in IPEDS Prior to This Year Was very limited For full-time first-time degree/certificate seeking students Included number of students receiving aid and average amount of aid for these categories: Any aid Federal grants State/local grants Institutional grants Loans

IPEDS Student Financial Aid Survey Component Changes New Financial Aid Data Collected in 2008-09 and 2009-10 NCES wanted to disaggregate some aid categories (break out Pell from other federal grants; break out loans from federal loans) Initially introduced these changes as optional for 2008-09 HEOA passed which caused us to have to make them—plus other additions—mandatory in 2008-09 HEOA also caused us to collect more financial aid data for 2009-10 in order to report net prices

IPEDS Student Financial Aid Survey Component Changes Groups of Interest in 2008-09 All undergraduates (New group) All full-time first-time degree/certificate-seeking undergraduate students Data Availability for 2008-09 Collection Data Data will be available on Data Center at the public level around Spring 2010

IPEDS Student Financial Aid Survey Component Changes Additions in 2008-09 All undergraduates Total grant aid dollars received by all undergraduate students, from the federal government, a state or local government, the institution, and other sources known by the institution (New) Total number of all students who received a Pell grant (New)

IPEDS Student Financial Aid Survey Component Changes Additions in 2008-09 Full-time first-time degree/certificate-seeking undergraduate students Number of students receiving aid and average amount of aid for these categories Any grants (New) Federal grants Pell grants (New) Other federal grants (New) State/local government grants Institutional grants

IPEDS Student Financial Aid Survey Component Changes Additions in 2008-09 Full-time first-time degree/certificate-seeking undergraduate students Number of students receiving aid and average amount of aid for these categories Loans to students Federal loans (New) Other loans (New)

IPEDS Student Financial Aid Survey Component Changes Clarification in 2008-09 Throughout these instructions the word “received” refers to aid that was awarded to, and accepted by, a student. This amount may differ from the aid that is disbursed to a student. For example, a student may accept aid that was awarded by the institution but then leave the institution prior to the aid being disbursed. In this case, because the student accepted the aid, please include this aid to the student in your report, even though the amount of aid was NOT actually disbursed to the student.

IPEDS Student Financial Aid Survey Component Changes Several Items Will Be Added to IPEDS SFA for 2009-10 Needed to calculate institutional net price for reporting on College Navigator and net price by income categories, as directed by HEOA

IPEDS Student Financial Aid Survey Component Changes Timeline for Net Price on College Navigator By July 1, 2010: Three years of average net price One year of net price data for Title IV aid recipients disaggregated by income By July 1, 2013: Three years of net price data for Title IV aid recipients disaggregated by income

IPEDS Data Center The new IPEDS Data Tool for accessing institutional data related to financial aid and finance

IPEDS Data Center Brief tour of the Data Center Example Data Access

IPEDS Data Center Example. Compare the price of attendance for out-of-state full-time first-time students living on campus at public Master’s colleges and universities. (This example uses the Mid-East region and charges for the 2006-07 academic year.).

IPEDS Data Center Live Example Example. Create a custom dataset that includes pricing data from the Institutional Characteristics component and financial aid data from the Student Financial Aid component for all 4-year institutions for the last 3 years of available data.

Other IPEDS Changes Due to HEOA Other changes due to the Higher Education Opportunity Act (HEOA)

Other IPEDS Changes Due to HEOA Higher Education Opportunity Act of 2008 (PL 110-315) Signed into law August 14, 2008 Has several provisions that mandate new reporting requirements (e.g., consumer info being reported for College Navigator through IPEDS, multi-year tuition calculator on Navigator) Also has many new disclosure requirements (e.g., employment placement rates, graduation rates by federal aid categories, net price calculator) that institutions should be aware of but are not IPEDS

Other IPEDS Changes Due to HEOA Reporting changes There are many new items that NCES must report on the College Navigator website, which requires some additions to IPEDS The “A to Z” consumer information list Net Price Data College Affordability Lists Multi-year Tuition Calculator State Higher Education Spending Charts

Other IPEDS Changes Due to HEOA Timeline 8/14/09 Consumer information items Multi-year tuition calculator State spending chart (State-level information) 7/1/10 3 yrs of average net price 1 yr of average net price disaggregated by income 44

Other IPEDS Changes Due to HEOA Multi-year Tuition Calculator NCES must post to College Navigator by 8/14/09 Will allow users to calculate estimated tuition and fees for normal duration of a program at an institution Will use price of attendance data from IC Will determine estimated annual % change based on most recent 3 yrs of data Will take into account guaranteed tuition plans

Other IPEDS Changes Due to HEOA State Higher Education Spending Charts NCES must post to College Navigator; goal date: August 2009 For each state for each of the 5 most recent preceding academic years % change in: (1) spending per FTE student at all public institutions; (2) tuition and fees for such students for all public institutions; and (3) the total amount of need-based aid and merit-based aid provided by such State to FT students enrolled in public institutions NCES plans to use exiting IPEDS data; no additions to IPEDS
