Aggressor: Japan 1920’s- Japan had been more democratic- had a constitution, signed Kellogg-Briand Pact renouncing war Great Depression strikes- people blame the government Military leaders take over control of the government, but keep Emperor Hirohito as head of state Are extreme nationalists Want to solve economic problems by building a Pacific Empire Invades Manchuria in 1931 Invade China in 1937 resulting in the “Rape of Nanking”
