Internet Civil Defense I- Published Lancet, 2001 The first line of defense for a homeland is its citizenry. I- Published Lancet, 2001

Anthrax 1 Epidemiologist for 150,000 people and 2000 sq. miles The first approach for protection is to increase the number of epidemiologists. Currently in the US there are less than 2000 Anthrax experts Anthrax in the US.

Epidemiologist eyes These 2 football stadiums represent about 150,000 people. One set of epidemiologic eyes could never prevent a bioterrorist attack. Doubling the number of epidemiologist would still be insufficient.

Epidemiologist eyes We can rapidly increase the number of eyes by using civilians.

Sept. 11, 02 Need for Homeland Defense “They attacked without warning, with no concern over their own lives. The attacks were sporadic, almost random events, but often with considerable planning. The weapons were primitive, but highly affective. Newspapers reported about the attacks all over the world. The attacks were attacks against Americans, all Americans. Many in the US wanted to kill them all.” This description of terrorists did not come from the year 2002, but rather in 1802.

On the frontier there were not police On the frontier there were not police. The military were often days away. The Indians attacked viciously. Homeland defense evolved with the settlers working together to watch over each other. This was the first development of a neighborhood watch in the US. Neighborhood Watch

Neighborhood Watch Civil Defense Block Parent 50,000,000 Participants Crime Reduction of 25-75% In the past 30 years various forms of civil defense has evolved, including neighborwatches, CD, and block parents. All we want to do is to move the concept onto the Internet. It has been estimated that there are 50 million participants. It has been estimated that there is 25-75% reduction crime, potentially we could achieve the same risk reduction for terrorism. Is there any other approach that with this magnitude of risk-reduction.

4931 Faculty 3500 Universities 118 Countries Globalization 4931 Faculty 3500 Universities 118 Countries We have “grown” a network of telepreventive experts world wide. This is the largest academic network in Prevention that has evolved.

Marriage of 2 Proven Technologies Civil Defense/Neighborhood watch of the 60’s Internet of this century

Trusted Networks Trusted networks are like a neighborhood, but on the Internet. These are groups of friends working together on the outlook for bioterrorism related precursors. The is a leader of the group, and direct connections to police should something be found. The internet is the primary means for information exchange, however, telephone, or visits can be used to verify Internet information exchange, and prevent spoofing.

I- There already is a neighborhood watch on American On Line, to prevent especially childhood pornography and stalking. It would take little to add a button to this to rapidly build an Internet Civil Defense.

Internet-Civil Defense An Internet Civil Defense can be the backbone for the US. Internet-Civil Defense

Deaths World Wide, 2001 Deaths: Anthrax (terrorism) = 7 Psycho & Birds = 5 Deaths: Kangaroos = 20 Lightening= 1000 Viewed in relationship to morbidity and mortality, two of the most frightening events in the past 50 years, that of bioterrorism and Hitchcock’s movies, few were killed. In contrast, kangaroos killed more people in Australia, than bioterrorism, but we are afraid of bioterrorism, not of kangaroos.

“There is no terror in the bang, Only in the anticipation of it” The major form of morbidity from terrorism is the fear of terrorism, not terrorism itself.

Educational Deterence Fear always springs from ignorance. Emerson, 1837

The teacher in the classroom teaches, and reduces fear The teacher in the classroom teaches, and reduces fear. S/he is a calming influence, siphoning off the fear. I-

Supercourse: Global sharing of PowerPoint Lectures Growth of Lectures The Supercourse is a share-ware system. Lectures have been collected with global leaders in prevention, and put onto the Internet. We have been successful in obtaining outstanding lectures. Overall there are 640 lectures available.

Just in Time Lecture, Jan 9th Tampa, Jan 6, 2002 One of the best ways to reduce fear is to provide information to people. We have developed a system of just in time lectures such that should an event occur, within days we can develop a lecture, and continue to change the lectures as events unfold. We have established this already with a just in time lecture with regard to airline safety. Just in Time Lecture, Jan 9th Tom Songer, Author

This slide shows that despite our fears of airline travel, it is far and away the safest form of travel.

Training a New Culture “Anthrax also challenged health officials and law enforcement agencies to work together. And each group had something to learn…It is a different mindset of using epidemiology to reconstruct the circumstances of the exposure that resulted in the disease” The third approach to bioterrorism will be to train a new culture. This is a culture who are thinking not only about public health but also criminology. NYTimes, 1/6/2002 Pg. A14

Epidemiology-Detectives, Forensic Epidemiologist need to be developed. Epi-Detectives I-

Mar. 14 Rules of Engagement Changed Existing approaches cost much, effect is little Bioterrorism is not an Emerging disease Terrorism kills to make a statement A Neighborhood watch with 20 million eyes can prevent Fear must be dissipated with knowledge

We want to prevent children, and us from being afraid We want to prevent children, and us from being afraid. Educators, teachers, and mentors need the best possible information quickly to prevent the buildup of fear, and to dissipate fear after it has arisen.

The only thing we have to fear is fear itself. FDR, 1937 Fears are educated into us & can, if we wish, be educated out. — Karl A. Menninger
