Main activities (1 SEP – 15 NOV) This is the the JOC mission. As you understand we do not have a command and control capability, because JOC has not the staff necessary for this capability. We do, however, exercise direct Command and Control over COMKFOR’s troops on his behalf. To this end we are reinforced by a small staff provided by J3, J3 CONOPS and other branches as appropriate. This staff will ensure that the units are given appropriate directions and orders, including FRAGOs if required.

LMTs - MISSION To feel the pulse of Kosovo Political Economic Social LMTS ARE A PRE-REQUISITE FOR THE FUTURE KFOR STRUCTURE. TODAY THERE ARE 184 SOLDIERS WORKING IN 31 LIAISON AND MONITORING TEAMS ACROSS KOSOVO EACH LIASION AND MONITORING TEAM ARE RESPONSIBLE FOR ONE MUNICIPALITY. THEIR TASK IS TO PROVIDE INFORMATION AND TO GAIN AN UNDERSTANDING OF THE POPULATION BY “FEELING THE PULSE” OF THE SITUATION ON THE GROUND AND TO PROVIDE COM KFOR WITH ACCURATE AND TIMELY SITUATIONAL AWARENESS ACROSS THE AREA OF RESPONSIBILITY THIS SITUATIONAL AWARENESS AND EXCHANGE OF INFORMATION FROM THE GROUND LEVEL BETWEEN THE LIAISON AND MONITORING TEAMS AND KFOR AND UNMIK ALSO ACTS AS A COMBAT MULTIPLIER THAT LEADS TO TACTICAL INFORMATION IN POLITICAL, ECONOMICAL AND SOCIAL AREAS THAT ENABLES MILITARY AND NON-MILITARY OPERATIONS. CYCLE OF SECURITY & ECONOMY is KFOR’s main task and is fundamental to: 2. Perception of Security, which is linked to the image of institutions and society perceived by population and ethnic groups from outside, which in turn makes the situation favorable for: 4. Economic revitalization which, in turn, through consequent reduction in tensions and crime, close the circle helping KFOR in security 3. Investments from outside, only if this perception is positive, it broadcasts the image of Kosovo as a region where it’s possible to invest with a “low risk”, promoting: SECURITY E C O N O M Y P E R C T I O N The situation here is mostly driven by economic considerations, not military ones. The security situation here in Kosovo is, on the whole, quite good, but perceptions are more often the reality for many people in the world – and no where is this more true than in the Balkans, especially in Kosovo at this moment in its history. As time goes on and interethnic incidents remain low, the perception of security by both the K-Serb population and the international community should increase. This will drive the economic engine, as industry and investment return to the region. In its turn, the expanding economy will foster an even better overall perception of security, as respect for diverse cultures and for property rights become more and more the norm for all the inhabitants of Kosovo.
