The Need : Initially a centralised repository for A.L. technology information, processes, best practices, case histories, a database of library information, then, developing into a forum and central focus for the facilitation / coordination of collaborative R&D efforts in A.L. Why isn’t it covered today : SPE TIG / PTTC / DOE / ALOEC / PLOPT / PEA / TUALP / Discussion. What we must ask ourselves : Q: Why would ALRC be more successful ? A: We would be able to bring many more prospective Artificial Lift focused participants to the table, be an A.L. information resource and offer a structured approach to smooth the launch of any perceived collaborative R&D project. 11/23/2018 ALRDC Meeting July 2001

Proposed Mission : Initially to act as a central forum for companies and the academic world and research facilities to disseminate AL technology, best practices, case histories, and... Develop into an organisation that facilitates collaborative research and technology development to improve the A.L. technology available to all stakeholders in the industry. Proposed Vision : ALRC will be a not-for-profit organisation which would supply a database / library reference for as much of the known material related to the technology as possible. It would offer and facilitate a platform ( venue, coordination, format and administration ) for industry needs, and ideas for research within its field, also a forum to review problem areas in the technology which can be reviewed with peers in the industry sector to evaluate potential research projects. 11/23/2018 ALRDC Meeting July 2001

Suggested Milestones ( 1 of 2 ):- 1 by end July – The steering group agree a “Way Forward”, and authorise the Coordinator to take the next steps. 2 by 1st Sept – Collaborate to develop, then gain approval from the Steering Group for a working budget, and an information pack to “go on the road with”. 3 also by 1st Sept – Agree and authorise a plan for a ‘marketing campaign’. 11/23/2018 ALRDC Meeting July 2001

Suggested Milestones ( 2 of 2 ) :- 4 1st October - Launch intensive campaign to attract Oil producing company interest, and commitment to join. 5 Take the rest of October to evaluate and consolidate OilCo. and supplier responses. 6 Convene Steering Group meeting by early November to evaluate progress / responses and make a “Go – NoGo” decision to launch & develop ALRC. 11/23/2018 ALRDC Meeting July 2001

We are a not-for-profit organisation Boundaries We are global, but can only envisage meetings in the Houston / Texas region during the initial launch and development phases. We are a not-for-profit organisation We will not directly fund any R&D project We would not directly own any developed A.L. technology, patent or license it. Structure of our organisation : How should ALRC be set up ? 1) Loose association; 2) LLC with IRS 501C3 status; 3) Alternatives ? Speed of set-up : Investigation of the Canadian PTAC model first introduced by Weatherford, indicates a model we could clone much faster, with a potentially more cost effective launch. PTAC have volunteered to ‘open their books” and offer as much assistance as possible to ALRC. ALRC Services ( 1 of 2 ) ALRC plans to offer the following services to its members. These will be developed in phases as ALRC gains support and funding. Artificial Lift Information Collect, store, and disseminate artificial lift case histories and best practices Maintain a listing of artificial lift conferences, workshop, symposia, training events, etc. Maintain a listing of artificial lift test and research facilities, wells, etc Maintain a library of artificial lift books, reports, papers, etc. Sponsor (host) conferences or workshops for members on artificial lift topics Artificial Lift R&D Help identify, document, and facilitate prioritization of artificial lift R&D needs Be a source and/or sounding board for new artificial lift ideas Help coordinate pooling of funding from potential customers of this technology Find a champion for each project Help find and coordinate potential providers of this R&D technology Help disseminate R&D status reports on non-proprietary projects to all members Assist in disseminating "public" R&D technology "products" to member customers 11/23/2018 ALRDC Meeting July 2001

ALRC Services ( 2 of 2 ) A more detailed look at some of the proposed ALRC services: Coordinate Artificial Lift R&D Help solicit ideas and prioritize projects Help facilitate sharing of funding, pooling of resources, and distribution of funds to R&D providers Help develop and maintain future vision Coordinate R&D Progress Help establish goals and objectives Establish a model for setting and keeping targets and milestones Coordinate communication between providers and receivers Maintain web site for members Provide R&D Services Provide resources to help R&D providers file for/obtain patents and/or product licenses providers productize R&D results, produce product documentation, and market R&D products Provide Other R&D Services Help publicize R&D developments Help coordinate artificial lift meetings Help organize artificial lift conferences Help facilitate artificial lift training 11/23/2018 ALRDC Meeting July 2001

Benefits to membership : Keep abreast of new technology that could be implemented in producing operations, adding value Provide input to suppliers on the A.L. R&D needs of operators Be aware of, and participate in focused joint R&D projects of strategic value to your company, including field pilots that lower the risk in pioneering new A.L. technology Access to regular Technical Presentations organised by ALRC from all components of the A.L. industry. Access to the central library database and case histories, best practices etc, plus a ‘members only’ section of a Website for straightforward bulletin board communications, Support from core ALRC staff of neutral specialists to further the cause of advancement of A.L. in the Oil Industry. ALRC would offer a ‘model’ for an R&D Joint Venture for use by parties volunteering to participate in each and every project, covering such topics as I.P. ownership, licensing, etc. 11/23/2018 ALRDC Meeting July 2001

Misc. thoughts, We would want to facilitate an open forum for both inventors and people / producers with problems to be able to come to us to ‘air’ their ideas / problems in a standardised format. We will need a mechanism that allows them a voice, through ALRC, to the industry that is objective and not ‘elitist’ in any way. Elements of the marketing of ALRC would need to include, but not be limited to :- 1 Calls and e-mails ( 1 page max ) directing people to the website to download the presentation. 2 Offers for key steering committee volunteers and Director of ALRC to make presentations to interested parties 3 A clear message of at least phase 1 deliverables with timeline and planned phase 2 functionalities. 11/23/2018 ALRDC Meeting July 2001

 2 full time, 2 part time +75% of their Chief. Key Facts :  2 full time, 2 part time +75% of their Chief.  3000 sq. ft. of offices, started at 400 sq. ft.  If they could start over, they would add more hp to their marketing for members.  They asked initial members to sign up for 3 years to get some stability.  PTAC has offered to ALRC to open all its books, give copies of T&Cs, and any other help reasonable. 11/23/2018 ALRDC Meeting July 2001

Our organisation’s name, image, logo. Suggestions, - ALRC ( also similar = Australian Land Research Data Centre, a Australian Gov... dept in Canberra, with website - or….. ? Note : There is a point in time during the concept / design / build-out of an organisation, after which a change in name and / or logo is detracting / detrimental. Later, after achieving critical mass it could be implemented with less of a negative reaction. 11/23/2018 ALRDC Meeting July 2001
