PRODUCTION OF A MANUAL FOR STATISTICS ON ENERGY CONSUMPTION IN HOUSEHOLDS MESH PROJECT 3rd Working Meeting WP2: Data Collection Systems Used by EU Countries Pilar de Arriba Segurado IDAE – General Secretary – Planning and Studies Department Vienna, 3rd October 2012 1

Overview of Main Data Acquisition Systems in the Household Sector in EU Countries (1) Similar conclusions to other studies developed in the field of energy statistics in the household sector Surveys and models are the most spread methods of data acquisition in EU Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 2

Overview of Main Data Acquisition Systems in the Household Sector in EU Countries (2) Notes: Sources not considered in those countries which have not provided detailed information on them. Modeling: France Admin.: Germany, Malta, Slovenia, Sweden, Poland (expected) Sources of more than one type have been considered within the most relevant one. E.g. integrated approach Model in Austria Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 3

Conclusions from the Task Force 2008 3 categories of needs: Coverage of information required: High Priority: “Must Have” Consumption by energy sources per household Consumption by end-uses Data on penetration of EE technologies Data on characteristics of the housing stock Unit/specific consumption data Corresponding activity data Items/Variables: Housing Stock Characteristics Household characteristics Consumption/expenditure of energy commodities Space Heating Hot Water Cooking Electrical appliances Air conditioning Penetration of EE Technologies Energy service demand Penetration of RES Energy consumption by end-use Medium Priority: “Nice to have” Appliances stock & usage information Trends in energy service demand Additional needs on info RES: Solar; Biomass: Use of heat pumps Fuel poverty Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 4

Quantification of the Task Force 2008 coverage in EU countries (1) 1) Assessment based on the availability of information by categories of variables Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 5

Quantification of the Task Force 2008 coverage in EU countries (2) 2) Assessment based on a Synthetic Coverage Indicator (SCI) How to proceed? Through a weighting method applied to both the categories and the corresponding variables Different weights must be used in accordance with the importance of the different categories (“Must have”> “Nice to have”>…) and variables (energy consumption by end uses>….> household characteristics) Why is it considered necessary to use a coverage indicator? The evaluation of the statistical practices is a necessary condition to satisfy before proceeding with the selection of best practices. A transparent , objective and competitive procedure must be established It’s a proper way to quantify the impact of the EUROSTAT initiative  SECH projects on the improvement of energy statistics of the household sector in EU countries. All this leads to the necessity of a qualitative and quantitative assessment of the current coverage of the requirements established by TF 2008. Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 6

Quantification of the Task Force 2008 coverage in EU countries (3) 2) Assessment based on a Synthetic Coverage Indicator (SCI) Pi: Weighting of each category i: nº of categories pij : Weighting of each variable j: nº of variables aij: Value of variable fulfillment: 1: fulfilled; 0,5: partly; 0: no fulfilled Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 7

Quantification of the Task Force 2008 coverage in EU countries (4) 2) Assessment based on a Synthetic Coverage Indicator (SCI): Overall and by categories of variables OUTSIDE EU Australia 27,8% Canada 41,8% USA 56,9% Norway 28,3% Switzerland 33,2% Benefits of the involvement in a SECH project  Remarkable increase in a SCI Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 8

Quantification of the Task Force 2008 coverage in EU countries (5) Strong and weak points Lack of enough knowledge about: EE technologies; Energy service demand; Unit/Specific consumption; Fuel poverty; Relatively low coverage of all the information in the categories better known  A further effort in statistics focused on the household sector is required  Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 9

Main Conclusions to be considered The development of MESH project makes absolutely necessary the availability of a transparent and quantitative TF 2008 coverage indicator, which allows to choose best statistical practices in an open and competitive market. MESH project must stay away from subjective assessments (“I prefer…”; “I like…”), presenting transparent and professional ones. Whatever alternative assessment proposal of TF 2008 coverage will be welcome, as long as the principles of professionalism, objectivity, transparency, equity and competitiveness are respected. Mesh project: Production of a Manual for Statistics on Energy Consumption in Households 10
