Local Government Climate Change Support Program 2016 Draft Waterberg DM Climate Change Response Plan

Presentation Contents Climate change plan development Activities to date Climate Change Vulnerability Assessment Results Draft Climate Change Response Actions

Climate Change Plan Development Developed through the Local Government Climate Change Support Program (LGCCS) First Step - Conducting a climate change vulnerability assessment Second Step - Developing climate change responses Draft plan in place for review http://www.letsrespondtoolkit.org/

Progress to date Toolkit development District level vulnerability assessments 17 May 2016 Draft municipal Climate Change Response Plans

Biodiversity and Environment

Waterberg Priority Indicators Health impacts from increased storm events Increased water borne and communicable diseases (typhoid fever, cholera & hepatitis) Loss of industrial productivity Increased impacts on strategic infrastructure Increased isolation of rural communities Increased migration to urban and peri-urban areas Decreased income from tourism Increased impacts of flooding from litter blocking sewer system

Priority Indicators: Biodiversity and Environment Theme Indicator Title Biodiversity & Environment Manage Health impacts from increased storm events Manage increased waterborne and communicable diseases (typhoid fever, cholera & hepatitis)

Responses: Biodiversity and Environment Project: Manage Health Impacts from increased storm events Conduct an impact assessment of increased storm events on health Identify communities that are vulnerable to impacts of increased storm events Conduct workshops that advise communities on how to reduce the risk associated with the potential impacts of increased storm events Establish adequate stockpiles of medications, medical supplies and other resources Commission a reliable early warning system to alert communities and industries Implement effective disaster management systems that will respond to the impacts of increased storm events.

Responses: Biodiversity and Environment Project: Manage increased waterborne and communicable diseases (typhoid fever, cholera and hepatitis) Strengthen information and knowledge of linkages between disease and CC Identify communities that are vulnerable to the spread of waterborne and communicable diseases Create awareness programmes on water borne and communicable diseases Develop mechanisms that will enable vulnerable communities to respond to the spread of waterborne and communicable diseases Establish adequate stockpiles of medications, medical supplies, assistive devices and other resources

Human Settlements

Priority Indicators: Human Settlements Theme Indicator Title Human Settlements Managing the Loss of industrial productivity Manage the increased impacts on strategic infrastructure Manage increased isolation of rural communities

Priority Indicators: Human Settlements (2) Theme Indicator Title Human Settlements Manage increased migration to urban and peri-urban areas Manage the decreased income from tourism

Responses: Human Settlement Project: Managing the Loss of industrial productivity Identify and prioritise vulnerable industries and business Commission a reliable early warning system to alert industries & businesses on the possible occurrences of emergencies Conduct workshops to advise industries and business on how to reduce the risk associated with the potential impacts of CC Promote the use of climate resilient technologies in industries and business

Responses: Human Settlement Project: Manage the increased impacts on strategic infrastructure Conduct risk and vulnerability assessment of CC on key transport infrastructure Develop a framework that will equip the transport sector with responding to CC impacts Conduct a routine assessment of transport infrastructure Incorporate CC resilience when planning, designing and implementing transport infrastructure Include CC resilience into tendering documents for transport infrastructure Implement effective disaster management systems that will deal with increased number of extreme events

Responses: Human Settlement Project: Manage increased isolation of rural communities Identify alternative access routes to rural communities Identify roads at risk of flooding and erosion and prioritise those for upgrading and maintenance Identify local responses that will reduce isolation of rural communities Build CC resilient road infrastructure that serves as a link for rural areas Implement flooding drainage systems that will reduce impacts on rural roads Develop economic nodes and improved service provision in rural areas to improve connectivity

Responses: Human Settlement Project: Manage increased migration to urban and peri-urban areas Assess drivers and dynamics of migration Identify alternative basic service provision options for rural areas, such as water tanks, new sanitation services, etc Develop and implement rural development programs to create economic opportunities Promote behavioural change within communities that will contribute towards the building of economic nodes within rural areas

Responses: Human Settlement Project: Manage the decreased income from tourism Conduct CC impact assessment on tourism Develop resilience programs for tourism assets Investigate available alternative tourism and recreational opportunities Develop and promote tourism opportunities that are CC robust Develop disaster risk management plans that consider CC impacts on tourism assets

Water

Priority Indicators: Water Theme Indicator Title Water Manage the increased impacts of flooding from litter blocking sewer system

Responses: Water Project: Manage the increased impacts of flooding from litter blocking sewer system Conduct an impact assessment of CC induced litter and debris Retrofit and modify existing water and sanitation using adaptive engineering approaches Build CC resilient drainage infrastructure that will incorporate increased litter and debris Commission a risk-averse approach to water quality protection by imposing stringent controls Incorporate the possibility of extreme water-related CC events into the planning of the provision of basic services such as water Develop a flooding early warning and response system
