Surrey & Sussex LMC Role & Support for Sessional Colleagues Dr Julius Parker SSLMCs Chief Executive Dr Clare Sieber SSLMCs Medical Director

What is the LMC Statutory Representative body for all local NHS General Practitioners Established in 1911 by Lloyd George National Insurance Act Links GPs with their National Negotiating Committee [The General Practitioners Committee at the BMA] Funded by a capitation based Levy from all practices [currently 39 pence per patient]

Who are SSLMCs? Third largest UK LMC Confederation LMC Secretariat based at Leatherhead Support and advice to GP colleagues and practices within Croydon, East and West Sussex, Surrey, Kingston and Richmond Five constituency based elected Committees meet bi-monthly Website: www.sslmcs.co.uk Twitter: @sslmcs

Sessional Colleagues Represented on all five Committees Elected Deputy Chair of East & West Sussex LMCs are Sessional GPs LMC Secretariat x 2 of 5 LMC Medical Directors and LMC CEO sessional GPs Attend LMC [England] and LMC [UK] Conferences No direct Levy for salaried and locum Colleagues as the Levy is practice based All LMC advice and support services are available to any NHS GP working within Surrey and Sussex LMC Confederation area

What Does the LMC Do? I Liaison meetings with key NHS Stakeholders, including CCGs, Public Health and NHS England and with PCSE and CQC, LPC and GP Health Programme Provide pastoral support to GPs Complaints and investigations by NHS England, GMC and Ombudsman Partnership disputes, including between practice and salaried GPs Support and advice for GPs and Practice Managers on a full range of contractual and professional issues including job plans

What Does the LMC Do? II Regular letters and updates, including LMC Line, covering contractual and professional issues, BMA guidance, PCSE updates Negotiate Locally Commissioned Services with CCGs Negotiate delivery of elements of the GP Forward View with CCGs and NHS England LMC Negotiation during PMS Review ensured inclusion of BMA Model Contract within Local PMS Contracts

Current Updates Indemnity issues Appraisal in light of Dr Bawa-Garba case Pensions and other PCSE issues

Indemnity NHS England recognise the personal cost of indemnity is a bar to GP workforce recruitment, retention and working-time commitment, especially OOHs DH has announced negotiations on a State Supported Indemnity Scheme, planned commencement April 2019, which will create a level playing field with Trust Colleagues Will cover all GPs working within NHS Contracts delivery, thus In-Hours practice, OOHs and ‘Primary Care Hub’ and equivalent work Interim average annual inflationary uplift reimbursement, available to all GPs working within practices Indemnity Organisations: MDU have introduced a transitional benefit scheme, MPS and MDDUS approach awaited Emphasise the importance of your entire scope of work, particularly hubs, online-consultations and prescribing

Appraisal After Bawa-Garba Case LMC met NHS England Local Responsible Officer and Medical Director Updated guidance being disseminated via Senior Appraisers to all Appraiser learning sets LMC guidance to all local GPs, with likely BMA and GMC guidance to follow Reflection is a key part of working life, but, professional not confessional Recognition that individuals are working within at times a very challenging system Development of Primary Care ‘Freedom to Speak-Up’ Guardians

Pensions & Other PCSE Issues I LMC meets with PCSE Regional and Local Managers every two months Raises generic and individual issues Escalates problems for both BMA and Senior PSCE resolution Negotiated Medical Performers List transfer ‘fix’ directly with Local NHSE Team Generates practical advice, guidance and support NHS England PCSE Medical Performers List is currently thought to be only 75% accurate

Pensions & Other PCSE Issues II New PCSE online portal Discrepancies with the Total Rewards Statement Type II self assessment forms: BMA concerns & amnesty Performers List Legal action v PCSE
