Digital platform experiences (Mongolia) Paris 21 18 June 2018, Paris First of all, we would like to thank you for the opportunity to attend the meeting and to share information. We have identified some sources and findings and challenges until now.

Digitalisation / ICT Startups / Sustainability of the digital platforms Financing Integration Human capacity Sustainability Positives - IT infrastructure - IT Technology - IT Startups - Networking IT infrastructure is given in Mongolia. The IT technology is one of the substantial sectors in Mongolia. In this regard the number of new entrepreneurs, especially in IT start-ups has increased. The state organizations and private companies understand that the digital transformation is important for the business process optimizing. At the same time, to develop a sustnable system or plattform, at least these 3 factors should be taken into account. The sustainable financing issue is the biggest challenge. However it is mostly underestimated to maintain the set up data bases. There is no self-financing business model existing yet. The second issue is the Human Capacity and Responsibility of the platform. first of all It should clearly defined the staff for the development and also the target group. To develop a sustainable digital system or plattform, there are different sources for data and information, different platforms, which are a good basis for labor market information, but the different platforms and databases are not interlinked, there is no integrated LMIAS system based on those different sources. A clear defined business model is a crucial factor for the development for the sustainable digital platform. 23.11.2018

Date reliability: For example, TVET schools might report on number of students higher than reality as they get financing per student Data availability low: because of the information privacy and ownership issues it develops difficulties to transparency of information, they keep valuable information for themselves. Data structure and Data integration: Each government organization has their own database. Also data structure and types are not matching to each other, for example labor and education sector use different occupation code. Data is not systematically centralized, dispersed. No tracking database on Labor market sector Creating incentives for the various stakeholder is crucial in establishing digital platform data source.

www.asc.mn Website Registration Examination Database Assessment This website is under the Vocational Education and Training Assessment Centre by Ministry. It is developed now for TVET schools and now at the stage to create the database. It includes some functionalities, Registration, Check the certificates, Assessment and Examination. It consists of two functionalities: for public and TVET Schools internally with access. Assessment Certificate 11/23/2018

The purpose of the platform is to create the database for public investment projects in Mongolia. Include modules for planning of the human capacity. HR Introduction of industry Product information This Platform is also developed by NDA is for manufacturing companies. Which produce products. They develop an integrated database from the small and medium enterprises from 21 provinces and 9 dictricts. For example one enterprise is going to enter their data and give general information,… But for DTT we can use HR Informationen from 21 aimags. HR is also considered. I would say this platform is very important generally, but maybe we use 10% of the data, which are HR data. If a construction company, they produse some products., need HR 11/23/2018

Possibilities: DTT platform linkages Gap Analysis Qualified workers & Gap Training Analysis Potential Qualifications Labor Market Information System (LMIS) TVET Assessment Center TVET/PC information and job portals Other options: Innovative data ADB Infrastructure project historical data … e-System for all PIP projects of Mongolia Project analysis Labor market Staffing Potential Qualification- Potential As a conclusion, for the DTT Project we have to check, whether it is possible to link the mentioned database we planned the ADB infrastructure construction project as a pilot project on the need site of our project. In the future, maybe if the database is ready, we cann connect other infrastructure project data. On the labor market we have identified several database system, which already existing. Here is necessary to check how we connect the database and which incentives the stakeholder will have. If these 2 steps working well, it is possible to create the gap. That is the technical issue. 4th step is also important and that is more legal and organizational issue.
