Step 1: Conceptual Approval This is where we are now The result of this process will be either a denial or an ordinance approving a plan, with whatever conditions the Council decides The ordinance may be as specific or as general as the Council decides The ordinance sets the ground rules for the subsequent approval processes
Conceptual Approval; Likely Features Overall plan(s) showing general arrangement of uses, open spaces, and relationships to surrounding neighborhoods Cap on number of units of different types, commercial square footage General plan showing street grid, connections to existing streets, overall dimensions, general phasing Thoroughfare standards and identified locations for each type
Conceptual Approval Likely Features (cont.) General plan for grading, fill, and drainage Build to lines and other dimensional regulations (the “Urban Regulation Instructions” sheet) Specification of uses by right vs. conditional uses Traffic improvement requirements, development limitations, and infrastructure triggers Other conditions or limitations (such as specification of special environmental assessment requirements, lot frontage or size limitations where relevant, open space details)
Step 2: Subsequent P&Z and Council Approvals Subdivision approval under CLURO Arts. 11 and 12 for each distinct phase of development Detail considerations for a subdivision, such as actual lot lines and dimensions, infrastructures, environmental assessment, covenants, etc. Final drainage, grading, fill, and storm water management plan Recommendations by P&Z on conditional uses as they are proposed for development (hotel, commercial, multi-family, mixed use, marina) Decision by City Council on conditional uses
Step 3: Implementation Permits; other Approvals Development permits under CLURO 5.4.2 and 5.4.4 Normal building permits Monitoring and acceptance of infrastructure construction by the city Minor changes under CLURO 8.5.1.3.3 approved by the Planning Director Major amendments under CLURO 8.5.1.3.3 go through the conditional use process
