Working Group “Environmental Expenditure Statistics” Preliminary results from the Joint Questionnaire 2006 on Environmental Protection Expenditure and Revenues European Commission – Eurostat – Directorate ‘E’ Unit E3 – Environment Statistics Luxembourg, 22-23 May 2007

Contents The OECD/Eurostat Joint Questionnaire New Questionnaire on data quality and data use Data availability for environmental protection expenditure

Joint Questionnaire Developed in cooperation of the OECD and Eurostat to collect data on environmental protection expenditure from countries Data is required on a voluntary basis Sent out every two years

Joint Questionnaire Environmental domains air noise wastewater biodiversity and landscape waste other domains soil and groundwater total domains Expenditure variables Investment expenditure (end of pipe, integrated technology) Current expenditure (internal, fees and purchases) Subsidies / transfers Receipts from by-products Revenues

Joint Questionnaire 2006 Was sent out in November 2006 together with a new questionnaire on data quality and data use Last date of response was planned to be 31 December 2006 Due to low response rate the last date of response was postponed to 15 March 2007

Joint Questionnaire 2006 37 countries received the JQ 2006 EU-Member States EFTA-countries Balkan Countries, Turkey 24 countries replied until 31 March 2007, thereof 20 EU-countries

Joint Questionnaire 2006 Covers data from 1995 – 2005 Validation started in late February 2007 Revisions of the first data set Estimations of NACE C, D, E, public sector, specialised producers Publication of the results of the JQ 2006 is planned for October 2007

New questionnaire 2006 on data quality and data use Data collection procedure Activity sectors covered in the totals reported Publication and use of data Information on the relation between statistics delivered through SBS to data delivered to JQ (for countries reporting to Eurostat)

New questionnaire 2006 on data quality and data use Information of 14 countries received 11 countries replied on the question on relation between SBS and JQ 8 countries do not expect differences between data delivered to SBS and data reported through JQ due to the use of the same data source

New questionnaire 2006 on data quality and data use Conclusion / discussion A more complete overview of the situation in the countries is necessary in order to consider the pre-filling of the JQ with data from the SBS. How can this aim be reached und thus the reporting burden for countries being reduced? Proposals on how to continue!

Data availability of environmental protection expenditure Data coverage for 2003 is clearly better than for 2004/2005 Data availability related to sectors (investments) - public sector - mining and quarrying - manufacturing industry - electricity, gas, water - specialised producers

.

Conclusions / discussion points Reply rate could be improved. Is the schedule for delivering the data too tight? Data report required for 2005 too early? Main problems during filling in the tables! Reasons for delay in providing data later than 2003 for some countries What is the attitude of the countries towards an extra sheet containing questions on resource management expenditure? See recommendation of the TF (6 February 2007) and proposal of the OECD.
