Investment in human capital NSIs should implement and monitor internal mobility policies at national level for the movement of staff within the NSI and the National Statistical System to enhance the transfer of knowledge and experience to different statistical domains. The ESS members should invest in developing staff exchange in its various forms and host more actively interns from universities, especially from the EMOS labelled Master programmes Launching a small scale pilot to test the approach of staff exchanges for sharing expertise between an NSI/Eurostat and another NSI, including the exchanges of staff working on statistics in the Other National Authorities (ONAs) of the respective National Statistical Systems in the Member States (MS). The pilot should aim at concluding 5 staff exchange agreements by the end of June 2018. Subject to a positive evaluation of the pilot, the experience could be extended to all NSIs in 2019. The coordinating role for the subsequent roll-out of staff exchanges could after the pilot be taken over by an NSI.

Development and training EMOS lessons learned Advanced and very advanced NSIs need to open up their courses to others, do courses in English (also invest in developing English knowledge competences of their own staff) while catering for differences in small and big countries. The European Statistical Training Programme (ESTP) should explore the possibility of offering more expert courses for a smaller number of participants with high level of expertise. Some of the national courses could be considered to be at expert level and could be brought under the umbrella of the ESTP. Increase cooperation of NSIs in order to organise and deliver courses under the auspices of ESTP by a group of countries. Increase cooperation of international organisations in order to organise and deliver specialised courses under the auspices of the 'Global Statistical System' working together in statistical training. "Training the trainers" for experts to share their knowledge and more effective follow up sessions of training courses with web based learning tools, such as on line tutoring, forum, chats, webinars should be enhanced. The upcoming evaluation of EMOS should examine whether the Master programmes cover sufficiently the innovative modules for future skills needs. NSIs should collaborate with EMOS Universities to choose relevant subjects for Master thesis and design curricula that certain universities could use to develop innovative skills Development of e-Learning materials at national and EU levels is to be encouraged.

Knowledge base for training and best practices Map online training material available at national level that is suitable for sharing amongst other ESS members Classify the mapped training material available through developing a thesaurus or index with key word terminology and definitions on skills and competences with a view to create a common integrated platform.
