Applications submitted for 1/25/09 and beyond are allowed a single resubmission. Applications submitted prior to 1/25/09 are allowed two resubmissions. Note that the last date on which NIH will accept a second resubmission is 1/7/2011.

A new application must be substantially different in content and scope from previously submitted proposals. Rewording of the Title and Specific Aims or incorporating minor changes does not constitute substantial change. Request for review by a different committee or funding consideration by a different NIH institute is not a sufficient reason to be considered a new application. Applicants changing activity codes are new submissions. If resubmitted, unsuccessful ARRA applications will be new applications.

NIH is encouraging earlier transition to research independence. NIH wishes to counter the trend of increasing time spent in training. NIH wishes to support New Investigators/Early Stage Investigators at success rates equivalent to that of established investigators submitting new proposals.

A New Investigator (NI) is a PD/PI who has not yet competed successfully for a substantial NIH research grant, such as an R01. Receipt of the following awards does not negate New Investigator status: R00, R03, R15, R21, R34, R36, R42, R55, R56, SC2, SC3, all Fs, most Ks, all Loan Repayment contracts, G07, G08, G11, G20, S10, S15, S21, S22. NIs are eligible for the Shortened Review Cycle option. Important note: For multiple PD/PIs, all PD/PIs must meet the definition of NI in order for the proposal to qualify for NI Status.

An Early Stage Investigator (ESI) is a NI who is within 10 years of completing the terminal research degree or is within 10 years of completing medical residency (or the equivalent). ESIs are eligible for the Shortened Review Cycle option. NI/ESI status only impacts reviews of R01s. Receipt of a Recovery Act award negates NI/ESI status. Important note: For multiple PD/PIs, all PD/PIs must meet the definition of ESI in order for the proposal to qualify for ESI status.

In order to have ESI status recognized, one must enter the dates of degrees and/or medical residency into his/her eRA Commons Personal Profile. This information should be entered before submission of your proposal.

NIH will use your funding records to identify if you qualify for NI status

If your NI and/or ESI status are/is not recognized, yet you know you qualify, call your Scientific Review Administrator at NIH.
