Case Study in Malaysia (1) The Ministry of Natural Resources and Environment (NRE) as the National Focal Point for the POPs project in Malaysia in consultation with key stakeholders selected the Air Hitam Sanitary Landfill (AHSL) in the State of Selangor as the case study. November 1995, AHSL was given birth and history was set in the field solid waste management in Malaysia, being the first ever engineered sanitary landfill. AHSL is now managed by Worldwide Lanfills Sdn Bhd In 2000, infrastructures and houses are being built in the areas surrounding AHSL, e.g. Taman Lestari Putra, Taman Lestari Perdana and Desaminium. Case Study in Malaysia (2) In line with that, residents have complained about the operation of AHSL, particularly related to odors and issues of hygiene. On 31 December 2006, AHSL was officially closed. Worldwide Landfills is now responsible for the AHSL closure maintenance for a period of five years (i.e. from 1 January 2007 until 31 December 2011). Worldwide Landfills also proposed that AHSL could be developed as a multipurpose park Draft Project Implementation Plan

Overall Experience using the POPs Toolkit (1) The Human Health Risk Assessment (HHRA) for the AHSL was carried out by utilising POPs Toolkits that available online. The advantages by utilising POPs Toolkit are: POPs Toolkit provides general information on POPs, including the adverse effects of POPs, where this general information is useful to enhance awareness of the target audience who are not familiar with POPs. The Standard Operation Procedures (POPs) that available from the POPs Toolkit could ensure samples are collected in a proper manner and reduce possibility of sample contamination during sampling and post sampling.

Overall Experience using the POPs Toolkit (2) The definition of “Risk” is being explained in a comprehensive manner under POPs Toolkit, particular description for the chemical hazards, pathway and receptors. Spontaneous calculation of the Hazard Quotient (HQ) is one of the most interesting elements under the POPs toolkit. In addition, cross references could be easily accessed for the purpose of justification or clarification. The use of POPs Toolkit could be expended to other contaminated site (could be other than POPs contamination), as long as the data is available.

Risk Management Goals and Sub-Goals To reduce human health risk by determining the proper use of AHSL site in the future; and The mechanism for HHRA in AHSL could be utilised as a model to other landfill in Malaysia before their closure. Sub-goal: To reduce and eliminate POPs contamination at AHSL.

Risk Management Options (1) From the suggestions of the National Training Workshop participants on 22-23 January 2009, two possible options/scenarios have been identified. Scenario 1: Detailed Assessment of possible human health risk Enhanced Monitoring Programme: Human health assessment: to determine the potential health impacts related to exposure to POPs and other chemicals originating from the site. Sampling and Analysis of Environmental Samples: A detailed sampling program to be conducted to determine with greater accuracy the level of contamination (by POPs, dioxin and possibly other chemicals) in this medium

Risk Management Options (2) Fish tissue analysis: Fish samples should be collected from streams and ponds near the site and analyzed using HR-GCMS for chemical contaminants. Groundwater analysis: A detailed sampling program of groundwater to be conducted to determine with greater accuracy the level of contamination (by POPs, dioxin and possibly other chemicals) in this medium.

Risk Management Options (3) Scenario 2: Implementation, enforcement and monitoring of Health and Safety Plan + Regular Monitoring under Scenario 1 Control potential chemical hazards: Disposal of contaminated sludge: The contaminated sludge needs to be regularly removed from the treatment ponds and disposed of, for example by disposal at an authorized landfill or any other mean, based on technology availability, nature of the sludge contamination, etc.

Risk Management Options (4) Improvement of drainage system: To prevent sediments from migrating off site during rainfall/flood events. They may include the creation of settling ponds, catch basins, and silt fences. Enhanced Monitoring Programme: (similar to scenario 1)

Economic Analysis Based on the Draft Economic Valuation Report for AHSL that prepared by Hatfield, in relative terms, the Scenario 1 will reduce 0.03% of the total DALYs (Disability Adjusted Life Year) and the Scenario 2 will reduce 0.1% of the total DALYs. Adoption of either Scenario 1 or Scenario 2 need further discussion and deliberation that involves decision makers and key stakeholders. Thus at this point, no decision was made.

Conclusions The POPs project has enhanced capabilities of key stakeholders in POPs Human Health Risk Assessment and Management. Some of the POPs toolkit elements have been improved, such as we can now safe our data from the POPs Toolkit. The POPs Toolkit could be expended to other contaminated site (could be other than POPs contamination), as long as the data is available.
