A new way for cvs to relate to partners UCANZ Option c A new way for cvs to relate to partners
What is the problem? PARTNER SUPPORT FUND set up in 1998 Excluded Anglicans; included CCNZ (2%), CUNZ (0.25%), MCNZ (29.85%) and PCANZ (67.9%) Presbytery and Synod levies now more significant CVs can receive up to four invoices from Partners Annual receipts of Partner Support Fund steadily decreasing
Possible Solutions Option A Anglicans join the Partner Support Fund PSF funds National and Regional Partners Regional Partners funded directly or through National Churches UCANZ to establish assessment system Assessments to be compulsory New proportionate ratios to be agreed with Partners Would require extra staffing at UCANZ
Possible Solutions Option B Retain the Status Quo
Possible Solutions Option C Each CV provides funding to one partner at a time on rotational basis Anglican, Presbyterian and Methodist Partners already have systems to determine contributions from parishes and collection methods Christian Churches (9) and Congregational Union (2) will need to have special arrangements Coordinating Partner role to be split between two new partner roles – Convening Partner and Appointing Partner Partner funding to be compulsory
BiEnnual Forum 2017 UCANZ Forum adopted Option C with a rotation on 3 year cycle Convening Partner schedule to be established in next 12 months Convening Partner funding to start on 1 July 2019 with first change in Convening Partner to take place on 1 July 2022. Partners to ensure no huge differences in levies from one Convening Partner to the next
The continuing journey Out of a review of financial assessment has come a NEW WAY FORWARD for CVs Phase ONE (2018) is administrative and relates to “Coordinating Partner” Phase TWO (2019) is the implementation of a new financial model Congregational Union Christian Churches Presbyterian Methodist Anglican
Remember VISION STATEMENT (2008) The Uniting Congregations of Aotearoa New Zealand is a continuing journey of God's people seeking to reflect the essential unity of Christ's Church. This community of Partner Churches and Cooperative Ventures is discovering and living out what it means to be a missional church of Jesus Christ in today's world. 1.3.7 Reciprocal Membership The five Partner Churches have agreed to receive members in good standing and afford them all the privileges and responsibilities of membership when involved with a local church in a Cooperative Venture. This means for example if you are in an Anglican-Methodist-Presbyterian CV you are Anglican and Methodist and Presbyterian
Coordinating, convening & appointing Under current Procedures, choice of “Coordinating Partner” determines Appointing Partner In the new process, Convening Partner will cover many of the tasks that were the responsibility of the Coordinating Partner. “Appointing Partner” is now a separate role. Partner Churches decide on Appointing Partner jointly, and Convening Partner does not change until the end of the three year term. Convening Partner may also be Appointing Partner, but the roles are distinct. Where no settled ministry is sought, the Convening Partner provides a focus of oversight by means of a Regional Dean, Parish Superintendent, or Interim Moderator, as appropriate.
PHASE ONE PHASE TWO Over next 12 months… Coordinating Partner becomes Convening Partner New schedule of Convening Partners agreed regionally Appointing Partner still decided by all the Partners From 1st July 2019… Financial assessment by Convening Partner only for three financial years: Regional+National or Diocesan Automatic change of Convening Partner in 2022, 2025, etc.
Essential unity Each Cooperative Venture has two or three national Church Partners – all the time! Each Partner takes on the role of convening the meeting of Partners – for a term This term will now be three years – and will rotate between Partners on 1st July 2022, 2025 etc. The responsibility for convening is carried by regional bodies – Presbytery, Synod, or Diocese Christian Churches & Congregational Union, while fully participating, will stand back from the convening role
Living out what it means to be “a missional church of Jesus Christ in today’s world” CVs present the ecumenical face of Church to the world Our signboards speak of “Union”, “Community”, “Co-operating” or “Shared Congregation” The challenge is to live out these values at a local level, while relating in the fullest measure to the national Partners
