MEMBER FEDERATION SUPPORT PROGRAMME INTRODUCTION

WHY WE HAVE CHANGED THE WAY TO SUPPORT MFs To increase visibility of overall European Athletics support (both financial and in services) to the Member Federations. To direct Member Federations to use European Athletics support in line with the European Athletics strategy. To develop Member Federations thru project based grant allocation.

MEMBER FEDERATION CATEGORISATION

MF CATEGORISATION Member Federations categorisation based on four criteria's: Member Federation budget (IAAF Annual Report) Number of staff members (IAAF Annual Report) European Team Championships ranking (Super League, 1st, 2nd, 3rd Leagues) Number of athletes participating to European Championships (ECH, EICH, EXCH, EU18, EU20, EU23) Three categories: 7 Large Federations (ESP, FRA, GBR, GER, ITA, POL, RUS). 27 Established Federations (AUT, BEL, BLR, BUL, CRO, CYP, CZE, DEN, EST, FIN, GRE, HUN, IRL, ISR, LAT, LTU, NED, NOR, POR, ROU, SLO, SRB, SUI, SVK, SWE, TUR & UKR) 17 Developing Federations (ALB, AND, ARM, AZE, BIH, GEO, GIB, ISL, KOS, LIE, LUX, MDA, MKD, MLT, MNE, MON & SMR)

STRUCTURING GRANTS

STRUCTURING GRANTS Description: Yearly grants to be used by Developing Federations for Capacity Building and Federation Structuring. Budget: Each Member Federation is entitled to receive up to CHF 10’000 per year. Applications: Confirmation by Member Federations to be sent every year in October explaining how the grant will be used for. Beneficiaries: The 17 Developing Federations. Structuring grants to be used for: Administration (organisational structure of the MF and/or the affiliated regional associations, including staff salaries, staff education, office equipment, …). Education for leaders, coaches, referees. Organisation of National Competitions.

COOPERATION PROJECTS

COOPERATION PROJECTS Description: Two years Cooperation Projects between Developing Federations and Large or Established Federations with main objective to be the knowledge transfer. Budget: Each Member Federation is entitled to receive up to CHF 20’000 (CHF 10’000 per year). Applications: Cooperation Projects submitted by the Developing Federations every two years in September and co-signed with a Large or Established Federation. Beneficiaries: Developing Federations. Pre-requisites: Member Federations should have measured their Governance level through SIGGS and communicate their Customised Action Plan to European Athletics.

COOPERATION PROJECTS Cooperation Projects Areas: Education for leaders, administration staff, coaches, referees, sports medicine, safety and security, and other specialist topics; Competitions and Athletes development activities; Athletics for Kids and Youth (national and regional youth training centres, talent promotion, physical activities, …); Athletics and Social Responsibility (social and environmental -sustainability- topics); Running and Mass Participation in link with European Athletics Strategy Women in Athletics (improving gender equity in all areas, ...); Development activities for Clubs, Sport Schools or another Grassroots Organisations; Athletics for Masters (competitive and non-competitive activities, health and well-being, …).

DEVELOPMENT PROJECTS Description: Two years Development Projects in-line with European Athletics Development Strategy. Budget: Each Member Federation is entitled to receive up to CHF 30’000 (CHF 15’000 per year). Applications: Development Projects submitted by the Established Federations every two years in September. Beneficiaries: Established Federations Pre-requisites: Member Federations should have measured their Governance level through SIGGS and communicate their Customised Action Plan to European Athletics.

EDUCATION

EDUCATION Every year, European Athletics puts in place an Education Programme proposed by the MF Development Commission and agreed by the EA Executive Board and by the EA Council. Education Programme includes Conferences, Seminars and Courses in the areas of: Member Federations capacity building activities, Technical Officials activities, Coaches education activities. Education Budget : CHF 550’000 per year.

PARTICIPATION TO COMPETITIONS

PARTICIPATION TO EA COMPETITIONS According to the European Athletics Competition Regulations for each of the events in its calendar, European Athletics may provide financial support to the Organisers and to the participating Member Federations, in the form of the following subventions: Organisational Subvention to be paid to the Organisers, Accommodation Subvention to be paid to the Organisers to the benefit of the Member Federations, Travel Subvention to be paid directly to the Member Federations. Accommodation Subvention corresponds to the European Athletics support to the Organisers on the accommodation expenses for the number of athletes in quota and for certain events officials in quota, as set in the respective event Competition Regulations. For all individual Championships (ECH, EICH, EU18CH, EU20CH and EU23CH) European Athletics determines the Free Places Quota that are used for the calculation of the Accommodation Subvention (and also for the Travel Subvention when applicable), based on the previous results.

2018 APPLICATIONS FROM MEMBER FEDERATIONS

APPLICATIONS Information (through Circular Letter) was sent on 1st August for an application deadline of 1st October. Two documents were created to help Member Federations: Member Federation Support Programme 2019- 2020 Regulations SIGGS User Guide

2018 APPLICATIONS Deadline: Extension of the original applications deadline from 1 October to 8 October. Still many Federations applied at the last minute. Very good success for the first year. Still MF applications have to be reviewed and analysed. Structuring Grants: All 17 Member Federations have requested the grant. Cooperation Projects: 15 out of 17 Member Federations have submitted a Cooperation Project with two Large Federations -ESP & FRA- and with ten Established Federations -BLR, BUL, CRO, DEN, POR, SRB, SLO (2), SUI (2), TUR & UKR (2)- Development Projects: 26 out of 27 Member Federations have submitted a Development Project.

MEMBER FEDERATION GOVERNANCE – SIGGS-

SIGGS TOOL 43 Member Federations have used the SIGGS tool and answered to the 44 questions about the governance in their National Federation. European Athletics has received the SIGGS Customised Action Plan from the Member Federation who applied for the 2019-2020 MF Support Programme. Analysis to be done now in order to see in which areas European Athletics could help the Member Federations to improve their governance if they wish to do so. The EOC-EU Office is working on the version 2.0 of the SIGGS self-assessment tool.

DISCUSSION What Member Federations think about the process started in 2018 ? About the timeline ? About the documentation ? About the automatic way of collecting the applications ? About the areas in the Cooperation and Development projects ? What have been the main difficulties for Member Federations ? European Athletics will need to do an evaluation in 2020 in order to prepare the campaign for 2021-2022, but do you have any feedback ? Any other suggestions ? comments ?
