Output and Work Plan of the WG (1) Target of the document Dual Purpose Casks – Transport / Storage - Guideline for establishing integrated safety cases in consideration of the interface issues between storage and transport casks. Storage period – 50 years (short term) / 100 years (long term) - Specific description with examples for explaining the application of the methodology, including aging assessments Mainly for metallic casks, consideration for canisters being added later April 2011: 1st Plenary meeting Adoption of the TOR Agreement with the objective and working methodologies Drafting of the IAEA document (outline and contents) Base document: Technical Guide – Package Design Safety Reports for the Transport of Radioactive Material (PDSAR) by European Association of Competent Authorities 8

Output and Work Plan of the WG (2) April 2012: 2nd Plenary meeting Review / Comment / Revise the first draft Major issues Definition of Safety Case for Dual Purpose Casks? How to address Acceptance Criteria? How to / To what extent discuss aging issues? Further integration / expansion of the scope of WG in the future? Discussion on recommendation to WASSC / TRANSSC Output: Draft Document on “Guidance for preparation of a safety case for a dual purpose cask containing spent fuel” Initial recommendation for WASSC / TRANNSC Conformity to future transport regulations with potential changes is an issue for dual purpose casks waiting for future transportation. Although some transitional arrangements would be necessary in the future, it would not be possible to propose specific arrangements at this moment because we do not know the new regulations yet. Therefore it is recommended to establish a procedure to stipulate the arrangements in the current TS-G 1.1. For instance, once new regulatory changes are established, a gap analysis should be made to identify any impact to the existing dual purpose casks. Compensating arrangements, if necessary, should be proposed at that time. (reference: Initial recommendation to WASSC) Current SSG-15 “Storage of Spent Nuclear Fuel” describes an “ageing management program”, only generally. It would be more informative for member states if it could include a guideline for preparing an “ageing management program”. Therefore, it is recommended to WASSC to include the final text from 1.10(d), by the end of 2013, in the SSG-15 “Storage of Spent Nuclear Fuel” as an ANNEX. 9

Initial recommendation to TRANSSC(1) Conformity to future transport regulations with potential changes is an issue for DPCs waiting for future transportation. Any change of the transport regulations shall consider that in the section Transitional Arrangements that DPCs are considered in an appropriate way so that they can be operated after storage. This includes not only future DPC designs but also those DPCs already fabricated and being used for storage of spent fuel. After regulatory changes are established, a gap analysis should be made to identify any impact to the dual purpose casks safety case and to existing DPCs. Compensating arrangements, if necessary, should be proposed at that time. The gap analysis should consider change in regulations and change in knowledge since the previous approval period. 11

Initial recommendation to TRANSSC(2) The key issue is how to maintain the DPCSC for transport during storage – recognizing that storage may be for an extended time – so that the DPC can be used for transport regardless of the period of storage. This requires periodic review of the SC and periodic inspections of the DPC. TRANSSC shall consider the introduction of DPC packages in the regulatory regime considering aging to harmonize transport package design approval with that for storage. There should be a requirement or guidance in the transport regulations to consider aging for packages that are intended to be used for storage of spent fuel and transport. 12
