Green means progress is on or ahead of schedule; no shortfalls anywhere or only minor shortfalls that can be easily addressed within the next three weeks. Yellow means there are shortfalls, but they are under control and can be addressed within the next three week period. Red means there are shortfalls that cannot be addressed within the next three weeks, or are of such a magnitude that require major changes to the schedule or approach or both. 2
