Bulgaria/Romania cooperation Monitoring fishing activities targetting Turbot within their EEZs 3. European Scheme of Joint Deployment Plan – JDP Applying to EU and international waters

2. Best practices – Some existing examples Common aspects to the 3 examples are: The definition of a joint deployment area trespassing where possible the boundaries of EEZ contiguous or not; The deployment of a limited number of Fisheries Patrol Vessels (FPVs) with inspectors of the different countries on the same FPV; The exchange of fisheries inspectors; The exchange of information and the making of a common operation awareness situation; The clear definition of the targets through a risk management strategy and a frequent risk analysis; The joint analysis of the performances and results; The centralisation of Command and Control through a unique coordination centre welcoming liaison officers of the different participating countries. Capacity building activities (eg. Training and/or exchange of best practices) are foreseen.

3. Concept, logistics and finances EFCA could propose the deployment of an Offshore Patrol Vessel (OPV) for a 10 day to two- week deployment as the first step of a pilot project at the latest during the first quarter of 2018 encompassing the following tentative program: Part one (likely to be already delivered in 2017): Training and exchange of best practices on inspection methodologies to fisheries inspectors of Black Sea riparian countries (BLS-RC) Location: Port of Burgas, Bulgaria or EFCA in Vigo, Spain Part two: Deployment of EFCA asset with BLS-RC inspectors on board and Joint inspections at sea. - The leading inspector could be the inspector of the BLS-RC in which waters the control is carried out - The OPV will only implement MCS measures in the EEZ of BLS-RC which granted access to their waters - Coordination could take place on board the OPV or from a MS Fisheries Monitoring Centre (FMC) The EFCA could provide the OPV(s) and reimburse the travel costs of the inspectors and experts involved in the pilot project in accordance with its rules.
