It provides EPA with the authority to require reporting, record-keeping and testing requirements, and restrictions relating to chemical substances and/or mixtures. e.g. requiring pre-manufacture notification for “new chemical substances” before manufacture

TSCA addresses the production, importation, use, and disposal of specific chemicals such as polychlorinated biphenyls (PCBs), asbestos, radon and lead-based paint. TSCA does not separate chemicals into categories of "toxic" and "non-toxic”, but rather it prohibits the manufacture or importation of chemicals that are not on the TSCA Inventory (existing chemicals) If the EPA finds an "unreasonable risk to human health or the environment," it may regulate the substance in a variety of ways, from limiting uses or production volume to banning them.
