Provide an Overview of FM Doctrine (FM 1-06) Show slide #1: Provide an Overview of FM Doctrine (FM 1-06) References: FM 1-06 Taught: Supported: 12 hour Facilitator Material: Each primary facilitator should possess a lesson plan, slide deck, FM 1-06 and any other products that the learners have developed for their presentation. All required references and technical manuals will be provided by the School House Learner Material: Learners should possess standard classroom supplies, their presentation, and FM 1-06. Facilitator Actions: Classroom Setup 5 minutes, Classroom Breakdown 2 minutes Motivator: FM 1-06 is the Army’s keystone manual for Financial Management (FM). Its purpose is to provide the authoritative doctrine on how FM supports the full spectrum of operations as a component of the theater sustainment war fighting function. This manual provides a universal understanding of how FM is organized and functions to sustain Army, joint, interagency, intergovernmental, nongovernmental, and multinational forces (inter organizational partners)

Standard: With at least 80% accuracy (70% for international learners) you must: Brief Financial Management Operations & Fund the Force Brief Banking and Disbursing Support & Pay Support Brief Accounting Support and Cost Management & Planning and Operations Brief Management Internal Controls & Fiscal Appropriations, Authorities, And Agreements Safety Requirement: In a training environment, leaders must perform a risk assessment in accordance with DA PAM 385-30, Risk Management. Leaders will complete a DD Form 2977 DELIBERATE RISK ASSESSMENT WORKSHEET during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the work/rest cycles and water replacement guidelines IAW TRADOC Regulation 350-29. Risk Assessment Level: Low Environmental Consideration: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to FM 3-34.5 Environmental Considerations and GTA 05-08-002 ENVIRONMENTAL-RELATED RISK ASSESSMENT. Evaluation Requirements:  There will be no exam with this lesson. Instructional Lead-in: When you are assigned as a Deputy Disbursing Officer or Disbursing Agent the possibility is great that you will be confronted with a Paying Agent. If proper training is not conducted and procedures not followed, pecuniary responsibility could rest on your shoulders or on the FM Officer.

All members of the group must understand the assignment and each other’s main topic. You will all be provided and have access to all tools to work in a collaborative environment.
