Discussion Summary Certification Standards for New Technologies Small jets Identify two approaches; jets under 12500 lbs use part 23 with SCs and over 12500 use commuter category Synthetic vision: approval for awareness only, no operational credit Standardisation guide for part 23 “cockpits” Ensure consistency between EASA and FAA UAVs Will not degrade safety when integrated into existing airspace All elements need to be addressed including aircraft, communication links, human interfaces

Discussion Summary Complex Integrated Avionic Systems and System Safety Trend from independent functions to full integration of avionics with some flight control and airplane systems resulting in increases in software size and complexity Increasing dependence on Commercial Off-the-Shelf (COTS) hardware and software resulting in a shift of the TC Holder from designer/builder to integrator/assembler Current processes, e.g., DO-178, were developed with more simple systems in mind Cooperation is needed between authorities and industry to determine whether the overall safety assessment process needs to be revisited Need to consider customer needs

Discussion Summary Policy in regards to Non-TSO Functions   Non-TSO functions can be included in TSOs EASA and FAA are proposing new policy for addressing Non-TSO functions included in TSO design data but differ in approach Harmonization between FAA and EASA will be sought

Conclusion Close cooperation between regulatory authorities and industry is required Central core of experts, e.g., a Center of Excellence, to address advance technology leading to certification Unified support for moving avionic technology quickly and efficiently into the system to improve safety
