overview Measure state capacity on a comparative basis (USA, China, Brazil, India) Cross-sectional and longitudinal analysis The “Weberian” characteristic of government assumption that meritocracy, bureaucratic autonomy, and organizational culture will be critical process characteristics that effectively translate government inputs into outputs Performance State capacity varies substantially across policy sectors, agencies, levels of government, regions, and the like
