Liaison statement and Request for Specification and Implementation of Harmonised Pan-European Emission Limits relevant for the GSM-R Operating Range

Background ECC WG FM workitem 23: monitor and review the co-existence situation between GSM-R and public mobile networks in 2013/2014 when requested. Previous ECC / CEPT co-existence studies GSM-R & UMTS, LTE; examples: Report 96, 162 UIC O-8725: ETSI compliant radios behave worse than assumed UIC O-8700: problem description EC 2012/88/EU: GSM-R is mandatory constituent of ERTMS LS_UIC-ECC Vilnius Nov2012

Problem Description Wanted emissions: Blocking / IM is more severe than assumed for Report 96 etc GSM 05.05: blocking @ -23dBm for CW interferer / -101dBm O-8725: dropped call at -35dBm UMTS interferer / -101dBm wanted Improved GSM-R receivers: Filters can only provide ca 40dB improvement Radio technology ca 60dB dynamic range possible; ca100dB needed Anticipated RF input power >=0dBm Unwanted emissions: Should be solved at source Increasing GSM-R levels is only partial solution LS_UIC-ECC Vilnius Nov2012

What is needed Monitor and review the co-existence situation between GSM- R and public mobile networks Define Harmonised Emission Limits, as basis for national coordination: Ensure interoperability international trains National solutions will limit interoperability Cover both Unwanted and Wanted emission from public mobile radio services For 900MHz and 800MHz bands Must be future proof and technology independant LS_UIC-ECC Vilnius Nov2012
