Workforce Issues for Providers

Required Registration Issues Qualifications - literacy / confidence issues may push people out of the workforce Sessional & (very) part time staff - need clarification re registration for sessional workers - practical difficulties in supporting very part time staff to achieve qualifications - this may lead to more use of agency staff Funding… - increased resources are required to support the qualification process

More Registration Issues… Need to monitor employee registration status effectively - eg if employee fails to renew registration, employer would be committing an offence by employing them - need to update policies, procedures & contracts How do we ensure that focus on required registration does not mean that other elements of staff training are neglected?

Workforce Categories Care at Home – in danger of becoming a cinderella service? Housing Support and Housing Support/Care at Home workforce – housing support registration category no longer makes sense now ring fence is off.

Issues from Re-tendering Research Pressure to compete = barrier to collaboration “You compete or die, basically” Resources - resources put in to re-tender rather than service development Quality concerns “When a tender arises … everything else is dropped” - significant intensification of managers workloads - anxiety about colleagues and service users transferred to private sector Staffing issues - anxiety over job security - employee stress / low morale affecting service users - downward pressure on pay and conditions ‘We’ve gone as low as we can go’

Workforce Development SVQs - Do we understand them and are they fit for purpose? How do we fund workforce development given the downward pressure on contractual hourly rates and the lack of Government grant funding? Are they fit for purpose?

Personalisation What impact will these issues have on the development of personalised services?
