Relevance and Competence CIMIC/CMI Vision 2025 Relevance and Competence Leading questions My request to this dedicated Syndicate: share your initial perceptions on the following questions (and beyond) with me Where should/could CIMIC/CMI be in 2025? How can we reach this goal from now to 2025? How to draft the Vision until end of 2019? Who should be part of the team? How should the steps be operationalised? Workflow? Outcome in products?

Relevance and Competence CIMIC/CMI Vision 2025 Relevance and Competence Potential elements CIVIL-MILITARY development of concepts and capabilities in NATO Provide effective approach to win the cognitive part of the Multi-Domain Battle Understand Complexity: Comparative Assessment as the answer to provide Situational Awareness Collective Defence (Art 3,4,5) and Phase 0 Resilience in support of the force Counter Hybrid Warfare Capacity Building CIMIC Strategic Guidance: Adaptation of the NATO CIMIC tasks Development of CIMIC assets: CCOE 25 Development of CIMIC assets: MNCG Nienburg CIMIC Functional Area System: Requirement and Solutions Operationalice Cross Cutting Topics Synchronization of CIMIC and Civil Affairs

Relevance and Competence CIMIC/CMI Vision 2025 Relevance and Competence One Option AJP-01 Joint functions Manoeuvre Fires Command and control Intelligence Information activity Sustain-ment Force protection CIMIC Combined Communication And Engagement The joint functions are a framework that provides the commander and staff a means to visualize the activities of the force and to ensure all aspects of the operation are addressed. They are a point of reference, as well as a description of the capabilities of the force. The commander needs to consider the joint functions, both when determining the capabilities required for a joint force and when conducting the operation. CIMIC is recognized as one of the Joint Functions ( do not confuse with combat functions) Combined Communication and Engagement is within the framework of STRATCOM the military integrated CIMIC, InfoOps and PsyOps approach, to achieve mutually complementary effects.

Relevance and Competence One Option CIMIC/CMI Vision 2025 Relevance and Competence One Option Combined arms is an approach to warfare which seeks to integrate different combat arms of a military to achieve mutually complementary effects. Combined Communication and Engagement is within the framework of STRATCOM the military integrated CIMIC, InfoOps and PsyOps approach, to achieve mutually complementary effects. Combined Communication & Engagement CIMIC InfoOps PsyOps STRATCOM Combined Arms TANKS INFANTRY ARTILLERIE Combat

Combined Communication and Engagement CIMIC/CMI Vision 2025 Relevance and Competence One Option Combined Communication and Engagement CIMIC is still an independent, joint capability (G9/A9/N9/J9 branch) CIMIC personnel needs CIMIC training to gain the needed SME status. A unified command structure is possible. (Example combined arms – Brigades/Divisions) STRATCOM formulates the narrative, but doesn’t own the capabilities (B2 Bomber is a capable STRATCOM tool, but belongs to the Airforce)
