Why do we need Proud to Care? The need for a stable, supported and skilled workforce with the right values Recruitment, development & retention challenges faced by the sector Understanding what workforce data is telling us Collective responsibility to improve the image of the sector and to recruit and retain the right people with the right values, behaviours and skills for the future

Background PTC Glos. builds on a regional approach led by ADASS workforce leads following successful work in Devon Secured local funding from GCC Strong provider and commissioner input Developed Proud to Care Glos. Website Free recruitment portal on the website for advertising vacancies Proud to Care Ambassadors scheme established Free values based recruitment workshops / training Glos. advertising campaign Jan – March 2018

Year Two Priorities Engage 16-24 year olds, parent returners and people over the age of 55 in starting careers in care Encourage providers within Gloucestershire to share best practice in retention through workshops and forums Support the development and implementation of the ‘Glos Assistants’ Noticeboard (Gloucestershire’s personal assistants for care register). Develop and coordinate work experience and volunteering Increase the completion of National Minimum Data Set for Social Care (NMDS-SC) Continue to develop an engaging local brand / website to harness interest towards our vacancies Work with health partners to maximize recruitment across the care & health sector in Gloucestershire Develop two new Proud to Learn Pathways

DHSC pilot Piloting the National ASC Campaign – Every Day is Different The aim of the campaign is to recruit more people into adult social care, now and in the future: Changing attitudes and perceptions of the sector Drive applications into Adult Social Care roles Increase understanding of the variety of roles Equip the sector with tools for proactive, successful recruitment in the future Learn what messages and channels are most effective for the roll out of the National campaign in Jan 19 Background The Department of Health & Social Care announced a £3m national recruitment campaign for Adult Social Care between January and April 2019.   The aim of the campaign is to recruit more people into adult social care, now and in the future: Drive consideration of a role in Adult Social Care through changing attitudes and perceptions of the sector Drive applications into Adult Social Care Increase understanding of the variety of roles in Adult Social Care (and variety within each role itself) Equip the sector with tools for proactive, successful recruitment in the future and learn what optimal mix of messages and channels works best to drive consideration and applications most cost efficiently Address stereotypes about the sector and attract a more diverse range of people to it The initial focus of the campaign will be female job seekers aged 20-55 years old, placing a particular emphasis on appealing to people’s caring values, the rewarding nature of care careers and on the flexibility of many care roles. The campaign will also be tested with males, aged 20-29 years old. Word of mouth and referral schemes are important when attracting the right quality of candidates so The Department of Health & Social Care will target existing care workers too. Local pilots The Department of Health & Social Care will pilot the campaign from 31 October 2018 to 28 November 2018 in Gloucestershire and Tyne & Wear. They will test the messages, the creative and the channels used to drive awareness and applications. The pilot campaign will highlight the variety of roles in adult social care, the breadth of opportunities available and the routes for progression, as well as the positive impact this vital work has on making a real difference to people’s lives. This will play out across digital channels including social media, local radio, as well as local public relations. Timeline Oct - Social media and website content goes live Nov - advertising in the two local areas begins PR activity starts using local spokespeople and case studies. In Gloucestershire, there will be two key spokespeople. Margaret Willcox OBE, Commissioning Director: Adults and Director of Adult Social Services, Gloucestershire County Council as the expert in this area and a frontline worker: Helen Cox, Care Worker at Crossroads central and east Gloucestershire (Domiciliary care provider) During December, The Department of Health & Social Care will evaluate the pilot activity and pending the results, develop the creative and campaign media to start the national roll out from early 2019 until April 2019. The “ask” from Proud to Care Gloucestershire for the pilot activity includes: Destination: Allowing The Department of Health & Social Care to direct viewers of the advertising to the Proud to Care website to find out more and apply for vacancies in Gloucestershire. Advocacy: Support the campaign through Proud to Care Gloucestershire own channels, e.g. social media Evaluation: Share digital metrics with The Department of Health & Social Care so they can track/evaluate the effectiveness of the advertising/communications in driving traffic and monitoring the user journey. Sector engagement: Garnering support from local providers – getting them to post vacancies and feedback on impact for example increase in number of applicants. The Proud to Care Gloucestershire Strategic Board welcomes the national campaign in 2019 and is happy for Gloucestershire to be a pilot site to help inform the final content. The board has advised The Department of Health & Social Care that late October and November are not historically peak recruitment times and the evaluation should take this into account.
