Confederation A loose alliance of countries or other political units like states can be unstable Each unit has final control of its own laws and citizens The central government only makes decisions on issues that affect the entire confederation Central govt. is made up of an alliance of smaller govt.
Confederation Central govt. only has enough power to survive and the local govt. has final control of its own laws Examples: Confederate States of America, British Commonwealth of nations, United Nations

Dictatorship: a single leader rules. - Gain power by force! Theocracy: A religious leader is in control Monarchy: King or Queen are in power
Oligarchy - Control rests with a small group of people with wealth or power Only elite citizens are allowed to participate in govt. Citizens have restricted participation in government Average citizens have few/no say in govt. or rights. Example: apartheid system in South Africa, Mean Girls
Democratic Citizens hold all the power Citizens have voting power All citizens have equal rights All citizens are allowed to participate in govt. Example: USA
